According to the Department of Finance of Can Tho City, the city is currently the managing agency of 3 component projects of the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project Phase 1, with a total central budget allocated in 2025 of about 7,040 billion VND.
As of the end of June, the disbursement value reached about VND 1,560 billion, equivalent to 22%, lower than the city average. It is estimated that the amount of capital that cannot be disbursed in 2025 is about 2,700 billion VND.

Of which, Component Project 2 with Can Tho City (old) as the managing agency has disbursed about 453/1,117 billion VND, reaching about 40.54%. The project is currently facing difficulties in the supply of raw materials, especially sand and stone. In addition, there are 3 locations of the 220kV high-voltage power line in Thanh Phu, Dong Hiep and Truong Xuan communes that have not been relocated, affecting the construction progress.
Component project 3 is managed by Hau Giang province (old) with a disbursement of about 278/2,533 billion VND, reaching 10.96%. The slow disbursement is mainly due to the lack of sand resources to meet requirements, in which sand from Ben Tre province (old) is mixed with a lot of mud, having to go through many stages of treatment, slowing down the construction process and incurring costs. Some expenses such as construction, site clearance, consulting and other expenses have decreased by about VND1,260 billion, the capital that is not likely to be disbursed this year is about VND1,500 billion.
Component project 4 managed by Soc Trang province (old) has disbursed about 825/3,389 billion VND, reaching 24.34%. This project is also lacking sand for embankment. According to estimates, about 1,200 billion VND will be difficult to fully disburse this year.
In that situation, the Department of Finance of Can Tho City is coordinating with investors to review and propose internal changes to the capital plan. In case there is still capital that cannot be disbursed after the transfer, the Department will report to the City People's Committee to submit to the Ministry of Finance and the Prime Minister for consideration of transferring to ministries, branches or localities in need in August 2025.
