In late June, 45 new communes and wards of Dien Bien province are urgently transferring documents, changing to headquarters, attaching nameplates, and cleaning up for operation from July 1.
According to the reporter of Lao Dong Newspaper, at the headquarters of Thanh Luong commune (Dien Bien district), the working atmosphere is bustling. Many workers are urgently constructing the final items such as painting walls, paving floors, installing power systems, etc.


This will be the working place of the new Thanh Nua commune government, established after the merger of 5 communes: Thanh Nua, Hua Thanh, Thanh Luong, Thanh Hung and Thanh Chan. The new administrative boundary has an area of about 176.97 km2 and a population of about 30,000 people.
According to the plan to reorganize ADUs, Dien Bien district is reorganized into 8 ADUs from 21 communes including: Muong Thanh ward and Thanh Nua, Thanh An, Thanh Yen, Sam Muon, Nu Ngam, Muong Nha, Muong Pon communes.
Similar atmosphere also occurred at a series of other locations. At the headquarters of the new Muong Ang commune (merged from 3 units, Ang Nua commune, Ang Cang and Muong Ang town), a new nameplate has been attached.

The new administrative boundary has an area of about 85.94 km2 and a population of about 17,604 people. The working headquarters is at the current headquarters of the People's Council and People's Committee of Muong Ang district.
According to the Project on rearranging and reorganizing commune-level administrative units, Dien Bien province rearranges 129 communes, wards and towns to establish 45 new commune-level administrative units (42 communes, 3 wards). This merger has created large-scale administrative units.
A typical example is Dien Bien Phu ward when on the basis of merging Him Lam, Tan Thanh, Muong Thanh, Thanh Binh, Thanh Truong wards and Thanh Minh commune.


This "super ward" has an area of 56.75 km2 and a population of about 50,000 people. The ward's working headquarters will be located at the current headquarters of the City Party Committee, People's Council, and People's Committee of Dien Bien Phu City.
With a large scale, the personnel apparatus of Dien Bien Phu ward is also the largest in the province with 139 cadres and civil servants. Meanwhile, the communes with the least number of cadres are Sam across and Cha To with 51 people per commune.
To build a model of organizing local government at 2 levels, as well as prepare conditions for the new communes and wards to officially come into operation from July 1, Dien Bien province has developed a plan to handle public assets when rearranging commune-level administrative units.
Currently, the whole province has 302 headquarters, 302 plots of land and 602 houses on land subject to review and adjustment to ensure compliance with the new organizational situation.

The new commune-level administrative units of the province have conducted a trial operation, including 3 contents: the first session of the new commune People's Council; the meeting of the commune-level People's Committee and the operation of the Public Administration Service Center.
At the conference to announce and hand over decisions on personnel work organized by the Provincial People's Committee on June 28, Mr. Le Thanh Do - Chairman of the Provincial People's Committee emphasized the requirement for relevant units to proactively review and reorganize the apparatus and working equipment, ensuring the handover of records, assets and archival documents is carried out seriously and in accordance with regulations, not affecting the overall operations of the government apparatus at all levels.
