On September 9, speaking with a reporter from Lao Dong Newspaper, Mr. Nguyen Hoang Minh - Chairman of Vinh Hung Ward People's Committee (Nghe An) - said that the authorities had initial verification results related to the fire that occurred at the foot of Nghi Kim overpass.
According to the reporter's records at the scene on the same morning, the area under the overpass and around was used by some people as a place to build corrugated iron tents, store materials, gather used cars and vehicle spare parts.

Regarding the use of public land in this area, Mr. Nguyen Hoang Minh affirmed: "In case of violations and violations in land use and related issues, we will handle them according to the provisions of law".
According to current regulations, the land under the overpass is public land belonging to the traffic safety corridor, managed by the State, not assigned to individuals for use as a place for business and goods gathering. Encroachment and misuse may be punished, forced dismantling and restoring the original state.
As Lao Dong reported, at 7:30 p.m. on September 7, a fire suddenly broke out at the foot of Nghi Kim overpass (Vinh Hung ward), the fire flared up fiercely, and smoke rolled up the area under the overpass. The authorities were present and controlled and extinguished the fire. The fire did not cause any human casualties.

Previously, on August 30, the parking lot under the Vinh Tuy overpass (Hanoi) caught fire fiercely, causing great property damage.
From the above incidents, public opinion raised the issue of the responsibility for managing the land area at the foot of overpasses nationwide.
