No capital for projects
On July 9, according to a report from the Department of Finance of Ca Mau province, as of the end of June, the total public investment capital disbursed in the province reached more than 2,000 billion VND, equivalent to 29.2% of the annual plan. In particular, the transitional capital from 2024 to newly disbursed capital is more than 50.4/203.085 billion VND, reaching only 24.9%.

In 2025, Ca Mau will implement 15 key projects with a total investment of nearly VND 8,000 billion, including 6 projects serving the Provincial Party Congress.
However, the disbursement progress of many projects is still slow compared to the set progress. Typically, the project to build a provincial General Hospital with a scale of 1,200 beds, accounting for more than 1/3 of the province's public investment plan, but currently only about 12% has been disbursed. The U Minh - Khanh Hoi route project has also only reached more than 20%.

In order to speed up the progress of public investment, the People's Committee of Ca Mau province requires investors to develop a detailed disbursement plan, associated with the responsibility of the head, consider advising on reviewing responsibilities, and even disciplining investors with a disbursement rate of less than 80%.
Chairman of the People's Committee of Ca Mau province Pham Thanh Ngai also requested localities to focus on directing production to develop the socio-economy, not for the reason of operating a two-level government but delaying the socio-economic development in the locality.
Top priority for Ca Mau - Dat Mui Expressway
The Chairman of the People's Committee of Ca Mau province emphasized that the implementation of the construction of the Ca Mau - Dat Mui expressway is an extremely important political task of the province, and must be given top priority.
He requested departments, branches and localities to make every effort to focus on finding solutions to remove difficulties and obstacles in the project implementation process.
" Especially the site clearance work, not letting the construction unit wait for the site, carried out in the spirit of ensuring the harmony of people's interests with the responsibility to complete the task to have the most optimal solution.

The Ca Mau - Dat Mui Expressway was approved by the Prime Minister under Decision No. 12/QD TTg dated January 3, 2025, about 90km long, with a scale of four lanes, and a roadbed width of about 24.75m.
The project is included in the road planning for the period 2021 - 2030, with a vision to 2050, with priority for investment before 2030. Ca Mau province is responsible for implementing the site clearance project independently of the expressway construction investment project invested by the Ministry of National Defense.
The entire route is about 81.61km long, with 8 intersections, 2 stops; a scale of 4 lanes, running parallel to National Highway 1 and Ho Chi Minh Road from the old city of Ca Mau to Dat Mui.
The project affects about three organizations, 1,819 households and individuals, in 10 communes, including: Ho Thi Ky, Luong The Tran, Hung My, Cai Nuoc, Phu My, Nguyen Viet Khai, Khanh An, Khanh Binh, Dat Moi, Dat Mui.
The project will be implemented from 2025-2028, with a cost of compensation, support, and resettlement for the project of over VND 2,000 billion.
Regarding the site clearance for the Ca Mau - Dat Mui expressway, the People's Council of Ca Mau province met and approved the Resolution on the implementation and allocation of local budget capital to implement the project of land acquisition, compensation, support and resettlement to implement the expressway from Ca Mau city to Dat Mui.
Accordingly, the Ca Mau - Dat Mui Expressway is implemented according to the regulations on emergency public investment projects, stipulated in the Law on Public Investment 2024 and related legal regulations.
