On June 13, at a working session with the Ministry of Construction's working delegation, led by Deputy Minister of Construction Pham Minh Ha on the progress of the Cao Lanh - An Huu expressway, a representative of the Dong Thap Provincial Project Management Board said that the Cao Lanh - An Huu expressway construction investment project (abbreviated as the Cao Lanh - An Huu expressway), phase 1 (Component project 1) is facing many difficulties, notably lacking capital. Up to now, additional capital (350 billion VND) has not been allocated for the project. On the other hand, the project still lacks about 0.3 million m3 of stone and the supply has not yet been determined. In addition, the expressway passes through weak land areas, complex geology, expected long loading times, and the unloading of loads to construct drainage culverts, foundations, and road surfaces depends on the waiting time for subsidence.
In that situation, Dong Thap province has proposed that the Government soon transfer 350 billion VND of the 2026 - 2030 medium-term plan to the 2021 - 2025 medium-term plan and supplement capital in 2025 or allow the People's Committee of Dong Thap province to advance capital to speed up construction progress; direct localities with stone mines to review and support the supply of construction stone.
Speaking at the meeting, Deputy Minister of Construction Pham Minh Ha suggested that Dong Thap province continue to review and summarize the difficulties and problems in the project implementation process, as a basis for proposing solutions suitable to the actual situation. Regarding additional capital, the Deputy Minister noted that the province needs to proactively coordinate with the Ministry of Finance to promptly allocate. In addition, it is necessary to urgently resolve problems with the site, to ensure the construction progress of Component Project 2.
Previously, the delegation conducted a field survey at the construction site of the Cao Lanh - An Huu Component Project 1, in Dong Thap province.
It is known that the Cao Lanh - An Huu Expressway Construction Investment Project includes 2 component projects: Component project 1 in Dong Thap province, about 16km long, with a total investment of VND 3,640 billion, with Dong Thap People's Committee as the managing agency; Component project 2 in Dong Thap and Tien Giang provinces, about 11.45km long, with a total investment of VND 3,856 billion, with Tien Giang Provincial People's Committee as the managing agency. Up to now, component project 1 (Dong Thap province) has completed more than 63% of the contract value. Some main construction volumes have completed continuous ground girders; basically completed 16/19 bridges on the route; the reloading work was completed 11.2/13.2km (reaching 84.8%), in June 2025, the reloading was completed. For component project 2 alone, a representative of the Tien Giang Province Civil and Industrial Construction Investment Project Management Board said that the construction progress has reached about 30%.
