Without having to travel many times or wait for cumbersome procedures, parents can now register their children's birth right after the baby is born at Soc Trang Obstetrics and Pediatrics Hospital. This is a pilot model of online birth registration associated with interconnected public services that has been implemented by the People's Committee of Soc Trang Ward (Can Tho City) in recent days.

The highlight of this model is that the procedure is carried out as soon as the baby is born, under the direct support of the Justice - Civil Judgment of the ward and medical staff of the Hospital. People only need to prepare necessary documents such as Citizen identification card, marriage certificate (if any) and level 2 electronic identification account. At that time, parents can immediately carry out the following procedures: birth registration, permanent residence registration and health insurance card issuance for children under 6 years old. Then go to the Ward Public Administration Service Center to receive the results.
After 1 week of implementation, the People's Committee of Soc Trang Ward has received 20 dossiers, including 2 dossiers from ward residents and 18 dossiers outside the area.
Ms. Nguyen Ngoc Nhung, residing in Soc Trang ward (Can Tho city), shared: "My baby was just born at Soc Trang Province Obstetrics and Pediatrics Hospital. At the time of giving birth, the mother's health was still weak, the family had to take care of both mother and baby, so there was no time to do the birth registration procedures. Fortunately, ward staff and hospital staff supported the completion of the dossier right at the hospital. The procedures are quick and convenient, when coming to the Ward Public Administration Service Center, they only need to receive the results. The staff work enthusiastically and wholeheartedly, so our family is very satisfied".

According to Ms. Lam Thi My Nhien, Deputy Director of the Soc Trang Ward Public Administration Service Center (Can Tho City) from September 15 to 26, 2025, the Ward People's Committee will send civil servants to the Hospital to guide people, and mobilize youth union members to participate in supporting online operations.
"After the pilot phase, we will continue training so that the team of doctors and hospital staff can directly support parents. When needed, the Center's civil servants will provide additional support via phone," said Ms. Nhien.
According to the leader of Soc Trang Ward People's Committee, this model helps solve the long-standing difficulty when many parents have difficulty making birth certificates, especially when the mother's health is still weak. This method not only shortens the time and reduces costs but also contributes to reducing the burden at the Public Administration Service Center, while encouraging people to use high-level online public services.
Doctor CKII. Nguyen Phuoc Loc, representative of Soc Trang Obstetrics and Pediatrics Hospital, affirmed: "The hospital is always ready to coordinate and implement according to plan. We expect the model to be completed and replicated soon, helping parents save time and travel costs, creating maximum convenience for people".

In parallel with the pilot registration of births at the hospital, from August 16 to September 27, 2025, Soc Trang ward (Can Tho city) will implement the model "Saturday for the people".
Every Saturday morning, from August 16 to September 27, 2025, people can go to the People's Committees of hamlets, cultural houses, schools or suitable locations to carry out many procedures such as: registration of birth, death, marriage; issuance of copy of household registration record; certification of copy; confirmation of admission; recognition of poor households, near-poor households; issuance, exchange of disability certificate; confirmation of residence; instructions for submitting documents online; supporting the installation of VNeID application, opening bank accounts.
The program also combines propaganda on administrative reform and the two-level government model, helping people access public services conveniently and quickly.
The leader of Soc Trang Ward People's Committee emphasized that this is the first step to bring administrative procedures closer to the people, promoting the spirit of government service to the people. The model is also in line with the digital transformation trend, contributing to building e-government and smart cities in the locality.
