Sowing hope in the highlands
Ms. Nguyen Thi No, in Tien Canh commune, Tien Phuoc district, has raised two children alone in poverty for many years. Thanks to preferential loans from the Social Policy Bank and participating in local production support programs, she invested in growing tea sticks and raising pigs.
After nearly 3 years of hard work, she now has 3 soums of fruit gardens and a herd of more than 20 pigs. "I just officially escaped poverty at the end of last year. Unexpectedly, with two empty hands, I can now raise my children to study properly" - she said emotionally.
Similarly, Mr. Ho Van Nenh, a resident of village 1, Tra Don commune, Nam Tra My district, has been a poor household for many years. However, thanks to the livelihood support program from Resolution 88 and Resolution 120 of the National Assembly, he was provided with cinnamon and breeding cow varieties and was instructed in animal husbandry and farming techniques.
According to Mr. Tran Duy Dung - Chairman of Nam Tra My District People's Committee, making the most of resources from the National Target Program on Sustainable Poverty Reduction, the district reviews the actual needs of households to have appropriate support plans. In which, focusing on supporting breeds, agricultural production tools, housing, domestic water and preferential loans for policy credit... creating conditions for people to rise up and escape poverty sustainably.
This is an important premise to help the district reduce more than 1,900 poor households in the period of 2021-2024, exceeding the set target. The rate of poor households decreased from 52.57% in 2021 to 30.7% by the end of 2024 and aimed to reduce 525 poor households and 116 near-poor households in 2025.
Quang Nam breaks through sustainable poverty reduction
According to Quang Nam Provincial Party Secretary Luong Nguyen Minh Triet, the province always has the view that poverty reduction is not only temporary support but must help people self-reliantly rise up. The programs and projects are all aimed at sustainability, suitable for the characteristics of each locality.
From 2021 - 2024, the total resources mobilized to implement the multidimensional poverty standard in Quang Nam will reach more than VND 9,109 billion. The locality has implemented many key poverty reduction programs such as supporting production land, converting crops and livestock, vocational training, job creation, preferential loans, etc. In particular, policies to support students in mountainous areas and ethnic minorities have significantly reduced drought and drop out of school, contributing to raising people's knowledge and creating a foundation for sustainable poverty reduction.
Not only supporting livelihoods, Quang Nam focuses on investing in building or repairing dilapidated houses, helping thousands of households settle down and make a living. At the beginning of 2024, the whole province had more than 11,000 temporary and dilapidated houses, but now, there are only more than 5,000 houses left.
In 2025, Quang Nam will continue to allocate nearly 130 billion VND for the temporary housing elimination program and mobilize many resources to reinforce housing for people in border areas.
"We are determined and have enough resources to eliminate temporary houses in the province. It is expected that by October this year, Quang Nam will complete this goal. The province not only aims to eliminate temporary houses but also aims to ensure people have a more stable and safer life. This is the responsibility of the government and the community, emphasized Quang Nam Provincial Party Secretary Luong Nguyen Minh Triet.
With many flexible solutions, Quang Nam has reduced nearly 15,000 poor households in just 2 years 2023 - 2024, bringing the poverty rate of the whole province down to 4.56%. In particular, mountainous districts such as Tay Giang, Phuoc Son, Nam Giang... all had a decrease of over 5% compared to the previous year, exceeding the planned target.
Mr. Tran Anh Tuan - Vice Chairman of the People's Committee of Quang Nam province - said that the province aims to reduce the poverty rate to below 3% by the end of 2025. To achieve that, Quang Nam will continue to promote livelihood support programs, improve capacity for the poor, and at the same time develop infrastructure in ethnic minority areas, helping people better access basic social services.
Quang Nam proposed to allocate more than VND 2,613 billion to implement the National Target Program for Poverty Reduction for the period 2026 - 2030. As for project 5 on housing support for poor and near-poor households, the province proposed to consider raising the support level for newly built households from 60 million VND/house to 100 million VND/house; Repaired households from 30 million VND/house to 60 million VND/house to suit the socio-economic development conditions in the coming period.
