The Department of Agriculture and Environment shall preside over and coordinate with the People's Committees of districts, towns and cities to review and count the current status of land use, especially in public areas, agricultural land, and unused land at risk of encroachment; regularly organize thematic inspections in areas with changes in administrative boundaries.

At the same time, strictly handle cases of illegal land use conversion, encroachment on public land, and illegal construction; review the entire area of ponds, lakes, and agricultural land managed by the industry, detect and propose handling of cases of encroachment and misuse; coordinate with the People's Committees at the district level in restoring the status quo in the encroached areas; propose effective management and exploitation plans for ponds, fields to prevent violations from recurring.

The Department of Construction strengthens the management of construction order, directs construction inspection forces to coordinate with local authorities to inspect and strictly handle cases of illegal construction on agricultural land, public land, and encroached land; guides People's Committees at all levels in inspecting and handling violations of construction order in newly merged areas, ensuring that there are no "hot spots".

The City Police directed the commune-level police to strengthen the grasp of security and order, promptly detect and handle violations of laws related to land and construction order; coordinate with competent authorities in the process of inspection, enforcement, handling of violations, ensuring safety and compliance with legal regulations; proactively fight against acts of organization, assisting in illegal land occupation, causing disorder; take measures to handle violations, cases with signs of violating criminal law, and consolidate records to strictly handle according to the provisions of law.

The City Public Administration Service Center strengthens inspection and supervision of the process of receiving and handling administrative procedures related to land and construction in localities that are in the process of administrative reorganization; coordinates with the Department of Agriculture and Environment, District People's Committees to review records with unusual signs, detect violations, report to competent authorities for handling; open information pages on the iHanoi system to receive recommendations and reflections from people on land and pond violations, helping competent authorities promptly detect and handle them.
