At the working session, representatives of the leaders of Bach Long Vi Special Zone reported in detail on the implementation of tasks in the first 6 months of 2026. Despite facing the specific difficulties of offshore terrain and harsh weather conditions, Bach Long Vi Special Zone still strives to maintain the pace of development. The political system has initially been consolidated synchronously according to the 2-level government model, operating smoothly and effectively.
However, the locality also recognizes limitations: The fishery logistics infrastructure system currently does not meet the scale of serving large ships, while transportation and telecommunications infrastructure still lack synchronous connectivity. Shortage of fresh water sources in the dry season and difficulties in attracting and retaining high-quality human resources in the fields of education and healthcare have become major barriers, affecting the quality of people's lives and long-term development goals.
To solve these problems, leaders of city departments and agencies participated in discussions and exchanged solutions to remove obstacles right at the working session. Representatives of the Departments of Agriculture and Environment, Finance, Construction, Education and Training analyzed the current situation and proposed groups of specific solutions for islands. Opinions focused on prioritizing budget allocation for key infrastructure projects, adjusting the mechanism of salary support and preferential treatment for officials and experts working in the Special Zone, and reviewing the planning of fishery logistics service areas to increase the ability to receive large-capacity ships...
Speaking to direct at the working session, Chairman of the City People's Committee Do Thanh Trung affirmed: Bach Long Vi is a milestone and strategic space in developing the marine economy associated with protecting national sovereignty.
To realize the goals in Decision No. 72/QD-TTg of the Prime Minister, the Chairman requested units to focus on immediately implementing key tasks: Advising on the overall planning of the Special Zone, in which the Department of Agriculture and Environment presides over reviewing the land fund to summarize into the 2026 plan. Solving the freshwater issue; The Special Zone coordinates with the Department of Construction to study a rainwater collection plan and assign Hai Phong Water Supply Company the task of developing a stable clean water supply solution from 2027, with the budget allocation coordination of the Department of Finance.
The Chairman of the City People's Committee also directed the Special Zone to accelerate the disbursement of public investment capital, proactively coordinate with consultants and departments and branches to remove obstacles, and at the same time assign the Department of Finance to study increasing the frequency of Hoa Phuong trains to ensure traffic connection...
