In particular, on the evening of October 30, due to the rapid rise of the Ca Ty River, hundreds of families in Phan Thiet, Tien Thanh, Binh Thuan wards... were flooded more than 1 meter deep.

That same night, the police force issued a heavy rain, went to each household, supported the movement of the elderly, women and children to safe places, and helped people transport their assets, livestock and necessities to higher ground.

According to Lieutenant Colonel Nguyen Van Tiep, on the morning of October 31, many low-lying areas in the riverside communes of the old Binh Thuan province (now Lam Dong province) were still flooded very deeply.
