On October 20, the Railway Department issued a telegram requesting units to respond to storm No. 12.

The document stated: According to the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on October 20, the eye of Typhoon Fengshen (Typhoon No. 12) was at level 9, gusting to level 11.

The storm is moving northwest at a speed of about 25km/h. Due to the influence of storm circulation and cold air combined with East wind disturbances and terrain effects, from October 22, 2025 to October 27, 2025, the area from Ha Tinh to Quang Ngai is likely to have widespread heavy rain lasting for many days, locally very heavy rain, high risk of flash floods and landslides in mountainous areas.

To proactively respond to the rain and floods caused by storm No. 12 in the coming days, the Vietnam Railway Authority requires the above agencies and units to implement a number of contents as follows: Vietnam Railway Corporation and Railway Joint Stock Companies, Railway Information and Communications Joint Stock Company:

Urgently overcome the consequences of storm No. 10 and storm No. 11 on national railway lines.

Organize inspections of works and vulnerable locations at risk of insecurity caused by rain and floods and reinforce to ensure train safety.

Strictly implement the patrol regime, lock down works, vulnerable locations, key areas such as: Bridges, tunnels, weak roads, easily flooded, railway infrastructure works, ensure smooth information, serve train safety; areas often experiencing flash floods, sections of steep passes, rocks falling, soil collapsing, railway areas downstream of dykes, irrigation dams, reservoirs...

Proactively concentrate materials, equipment and human resources to be ready to overcome the consequences of rain and floods and ensure smooth traffic, ensuring safety for people, construction equipment, and construction items when affected by rain and floods when incidents occur; special attention should be paid to works in mountainous areas or when there are sudden floods.

When natural disasters occur, direct units to adjust the fishing and train operation plan to reduce the number of trains passing through or stopping in areas affected by natural disasters; develop a plan for goods storage, transportation of spare materials, passenger transportation, and fully prepare food, food, drinking water, medicine, and medical supplies in case the train has to stop due to floods.

Strictly implement the on-duty regime and report to the Civil Defense Command of the Ministry of Construction, the Steering Committee for Disaster Prevention and Control of the Vietnam Road Administration when incidents and natural disasters occur on national railway lines according to regulations (report content includes: summary of damage to railway infrastructure; summary of damage to railway transport; train operations.

Performing the tasks prescribed in Article 9, Regulations on the organization and operation of the Steering Committee for Disaster Prevention and Control of the Vietnam Railway Authority (issued under Decision No. 429/QD-CDSVN dated August 20, 2024 of the Vietnam Railway Authority).

Proactively monitor and coordinate with units in overcoming the consequences of rain and floods; regularly update developments in the situation of rain, floods and damage caused by rain and floods (if any), promptly report to the Steering Committee for Disaster Prevention and Control and Industrial Trade of the Vietnam Railway Authority.

The Railway Safety Management Departments promptly sent staff to participate in overcoming the consequences of the storm and coordinate in maintaining railway security and order in the area under their charge.

Strictly implement the on-duty regime in accordance with regulations.
