The People's Committee of Da Nang City has just issued detailed instructions on emergency support for people in flood-affected areas (based on Decision No. 2335/QD-UBND dated November 3, 2025). The goal is to ensure the safety of life, provide timely relief, and prevent people from getting hungry, cold, or homeless after natural disasters.
According to this guidance, People's Committees of communes, wards and special zones need to proactively monitor the flood situation, evacuate people from dangerous areas, and organize safe shelters. The grassroots government must review and count households that have lost their homes, suffered heavy damage, had deaths or were injured due to floods; urgently treat, support, encourage and implement social assistance policies in accordance with regulations.
Regarding the support level, affected subjects will be applied according to Decree No. 20/2021/ND-CP.
Accordingly, households at risk of hunger are supported with 15kg of rice/person/month for one month. Households that have lost their homes and are not eligible to take care of their essential needs are supported with tents, drinking water, food, blankets, pots and pans, motorboats and other necessary items. People with serious injuries are supported with 5 million VND/person.
For cases of death due to natural disasters, households or funeral organizations are supported with 25 million VND/person. Poor households, near-poor households or those in difficult circumstances whose houses have collapsed or are completely floating are supported with 40 million VND/household to build houses; households that have to be urgently relocated are supported with 30 million VND/household; in case of severely damaged houses, they are supported with 20 million VND/household for repairs.
Children orphaned or missing due to death or flood will be supported with accommodation, care, treatment costs and travel to their place of residence or social protection facility. In serious emergency situations, the Chairman of the People's Committee at the commune level has the right to decide to provide immediate support, ignoring the commentation step to ensure timely and transparent payment.
In case the locality lacks resources, the People's Committee at the commune level must report to the Department of Health to coordinate with the Department of Finance to advise the City People's Committee to consider additional support. For any problems in the implementation process, localities should directly contact the Department of Social Protection and Children, Department of Health for specific instructions.
Previously, Da Nang spent 200 billion VND from the city budget, the Government also spent 100 billion to directly support people affected by damage and repair essential infrastructure works after historic floods.
