On November 20, Central Party Committee member, Secretary of the Da Nang City Party Committee Le Ngoc Quang chaired the second meeting of the Steering Committee for Site Clearance for the North-South high-speed railway project (section passing through Da Nang City).
The high-speed railway project on the North-South axis was approved by the National Assembly in Resolution No. 172/2024/QH15 with a total length of about 1,541 km passing through 15 provinces and centrally run cities, with a design speed of 350 km/h (320 km/h operation), with a total investment of about VND1,713,548 billion. The section through Da Nang is 116.42 km long, passing through 24 communes/wards.
According to the report, the Da Nang City Party Committee has established a Steering Committee for site clearance and issued operating regulations. The People's Committee of Da Nang City established 2 specialized working groups, deploying measurements and positioning the route boundary.
The Dien Ban Bac Resettlement Area project to serve the North-South high-speed railway project was started on August 19, 2025 in accordance with the direction of the Prime Minister.
Currently, the People's Committee of Da Nang City is considering approving 2 component projects of compensation, support and resettlement to serve the North-South high-speed railway project.
Of which, the expected reclaimed area is about 866.26 hectares, the total resettlement demand is about 5,100 lots, 34 resettlement areas, 13 cemetery areas and a total investment of more than VND 19,500 billion are built.
The People's Committee of Da Nang City has reported to the City People's Council to agree to add a part of the city's budget capital to the medium-term public investment plan for the period 2021 - 2025, the public investment plan for 2025, and the expected investment plan for the period 2026 - 2030.
The People's Committee of Da Nang City recommends that the Ministry of Construction direct the acceleration of consultation selection, preparation of the Feasibility Study Report and agree on route direction, handover of site markers.
Regarding funding, Da Nang City proposed that the Ministry of Finance allocate VND19,000 billion from the central budget, the rest is guaranteed by the city budget to proactively carry out site clearance work.
Concluding the meeting, Da Nang City Party Secretary Le Ngoc Quang acknowledged and highly appreciated the efforts and active coordination of agencies, units and localities in implementing procedures to prepare for site clearance for the North-South high-speed railway project, the section passing through the area.
Da Nang City Party Secretary Le Ngoc Quang emphasized that agencies and localities need to continue to strictly implement the instructions of the Central and City, implementing the motto "clear people - clear work - clear time - clear responsibilities - clear products - clear authority", to facilitate inspection, urging and evaluation.
Da Nang City Party Secretary Le Ngoc Quang requested that localities closely coordinate with the Central Government to soon finalize the route, while arranging resettlement areas that are convenient for people's lives, trade and business, ensuring compliance with legitimate aspirations, adequate infrastructure and considering factors to prevent natural disasters and floods.
At the same time, the authorities continue to provide full and comprehensive advice, urge progress, summarize difficulties and problems and periodically report progress before the 25th of each month for members of the Steering Committee to monitor and direct.
