Arduous site clearance, "going through every alley, knocking on every door
The Quang Ngai - Hoai Nhon expressway project is more than 88km long. In which, the section passing through Quang Ngai province is 60.3km long, with a total investment of more than 20,400 billion VND invested by Project Management Board 2. The total recovered area is more than 494ha, with 5,743 organizations, households, and individuals affected; of which 655 households must be resettled.
It is expected that in April 2026, the expressway will be put into operation, ready to welcome traffic flows going back and forth North – South, connecting the "blood vessel" of the country's traffic.
Behind that spacious and modern road are tireless steps and the silence of the ground clearance force. In a short time, they had to mobilize people to dismantle houses and give land to key national projects, a task that is not easy at all.
Recalling the time of "going through every alley, knocking on every door" to mobilize people to hand over land, Mr. Nguyen Dang Vinh - Secretary of the Party Committee of Tu Nghia commune, former Chairman of the People's Committee of Tu Nghia district (old) shared: "The site clearance work for the main Quang Ngai - Hoai Nhon expressway through Nghia Ky commune, Tu Nghia district (old) is considered the most difficult on the entire route in the province. Since the beginning of February 2024, the People's Committee of Tu Nghia district (old) has stopped unnecessary meetings and launched a 30-day and night peak period to focus on this work.
At that time, many cases had not received money or handed over land due to problems related to the registered land area in land register 5B, map 299; or houses built on land left by grandparents and parents. Those concerns are completely legitimate.
“Therefore, district leaders have organized dialogues, going to each household's house to meet and exchange directly with each household. Through this, clearly analyze the State's policies, and at the same time mobilize people to share with the locality, comply with policies, for the common good,” Mr. Vinh said.
With dedication and skill in mass mobilization work, along with the high sense of responsibility of the entire political system, Quang Ngai completed the handover of 100% of clean ground for the project before June 30, 2024, according to the set plan.
The moment each household agreed to hand over the land, I was both happy and sad. Happy that my sharing was listened to by the people; sad that they had to leave the land where they were born. The consensus and sacrifice of the people for the common good is extremely commendable," Mr. Vinh expressed.
People's consensus creates a "miracle" of clean land
During an inspection of site clearance work at the end of June 2024, Mr. Tran Phuoc Hien - Vice Chairman of Quang Ngai Provincial People's Committee said that Tu Nghia district (old) completing this work ahead of schedule is a miracle, and also a valuable lesson for localities in implementing projects later.
From the contractor's perspective, Mr. Tran Trung Tuyen - Deputy General Director of Dacinco Construction Investment Company - also did not hide his surprise: "In May, the Quang Ngai - Hoai Nhon expressway passed through Quang Ngai province, connecting the Central Highlands region. The route is designed with a speed of 120km/h, scale of 4 lanes in the phased phase. The project has complex technical infrastructure with 77 bridges and 3 mountain tunnels, of which tunnel No. 3 is about 3,200m long.
Currently, units are urgently completing the smart transportation system, traffic organization and safety items. When put into operation, the expressway will not only contribute to completing the North-South traffic axis, but also open up a new development space for the Central - Central Highlands region.
To have today's spacious expressway, in addition to large investment resources and construction efforts, there is also a great contribution from mass mobilization work and the consensus of the people, who are willing to give up land and sacrifice personal interests for the common interests of the country.
