At the conference, delegates listened to, discussed and gave opinions on many important contents such as Party building work, the Fatherland Front and socio-political organizations; results of implementing socio-economic, national defense and security tasks in the third quarter; directions and tasks for the fourth quarter of 2025; along with submissions on amending and supplementing the Working Regulations, Action Programs and Full-term Working Programs of the Ward Party Executive Committee.
In his speech, Mr. Pham Cong Quan - Party Committee Secretary, Chairman of the Ward People's Council acknowledged the spirit of solidarity, unity, and high responsibility of cadres and party members. Mr. Quan emphasized that in the first 9 months of 2025, Hai Duong ward has overcome the difficult period after the merger, gradually putting the two-level government model into effective operation. The first Ward Party Congress was a great success, marking a new step in the development of the locality.
The ward's socio-economic growth continues, budget revenue reaches 150% of the estimate; Party building, the Front and mass organizations are well implemented; social security, national defense and security are guaranteed. However, the Secretary of Hai Duong Ward also pointed out limitations such as slow progress in public investment disbursement, low land revenue, site clearance work is still difficult, lack of teachers and school facilities.
Entering the fourth quarter, the entire ward political system focuses on three key tasks: putting the Resolution of the Ward Party Congress into practice; completing 100% of the public investment disbursement plan; improving the effectiveness of the two-level government model, towards a "creating development" government.
At the same time, the ward will implement three major projects: training and fostering civil servants; building a drug-free Hai Duong ward before 2029; developing clean agriculture associated with eco-tourism in the area outside the Thai Binh river dike.
