The Central Steering Committee for National Target Programs for the period 2021 - 2025 has drafted a report "Summary of the implementation of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2030, phase I: from 2021 to 2025".
According to the draft, the investment policy for the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas (DTTS & MN) for the period 2021-2030 was approved by the National Assembly in Resolution No. 120/2020/QH14 dated June 19, 2020.
On that basis, the Prime Minister approved the investment in the National Target Program for Socio-Economic Development of Ethnic Minority and Minority Areas for the period 2021-2030, period I: from 2021 to 2025 (abbreviated as the Program) in Decision No. 1719/QD-TTg dated October 14, 2021.
Decision 1719 aims to promote socio-economic development of ethnic minority and MN areas, improve the material and spiritual life of people, sustainably reduce poverty and narrow the development gap between regions.
The program focuses on key goals such as promoting economic development, ensuring social security; rapid and sustainable poverty reduction, gradually narrowing the gap in living standards and average income of ethnic minority and MN people compared to the national average;
Comprehensive development of education and training; preserving and promoting the good cultural identity of ethnic minorities along with eliminating backward customs; implementing gender equality, strengthening the grassroots health system and health care for people.
Build a strong grassroots political system, maintain political security, social order and safety, ensure national border security; consolidate and strengthen the great national unity bloc, enhance the trust of ethnic minorities in the Party and the State.
The program has basic policy content integrated from 118 ethnic policies and policies related to ethnic minority areas and MN from previous periods to 2020, combined with a number of new policies designed into 10 projects, 14 sub-projects and component policies.
The content of the Program fully meets the provisions of Clause 1, Article 44 of the Law on Public Investment; Scope of the area, goals, basic principles, suitability of capital sources and the ability to balance capital in accordance with the investment policy of the Program approved by the National Assembly in Resolution No. 120/2020/QH14 dated June 19, 2020.
The content of projects, sub-projects, and component policies under the Program is focused on specific solutions to ensure the allocation of investment support resources for urgent and urgent issues of ethnic minority and MN areas in order of priority.
Typically, basically solving the shortage of housing, residential land, production land, and domestic water; arranging and stabilizing residents in particularly difficult areas, especially areas at high risk of natural disasters.
Develop agricultural and forestry production, ensure people have stable income from forest protection and development, ensure sustainable livelihoods; invest in essential infrastructure; focus on developing education and training, improving the quality of human resources.
Caring for people's health, preventing child malnutrition; ensuring national defense, security, and sovereignty of national borders; paying attention to communication, propaganda, and commendation and honoring advanced models; consolidating and strengthening the great national unity bloc.
These contents are completely consistent with the needs and practical situations of localities in ethnic minority and/or equal population areas; closely following the viewpoints, goals, scope, subjects, contents, tasks, solutions and management and operation mechanisms as prescribed in Resolutions No. 88/2019/QH14, Resolution No. 120/2020/QH14 and Resolution No. 142/2024/QH15 of the National Assembly.
