Proposal to increase compensation when Hanoi reclaims land to build a bridge worth more than 20,000 billion VND

Hanoi - Considering that the land price list is too different from the market price in the area, voters proposed that the city increase the compensation level when reclaiming land to build Tu Lien bridge.

Regarding land acquisition and site clearance for the construction of Tu Lien bridge, voters said that the compensation level for relocating households subject to clearance announced according to the current price list is too low, too different from the market price in the area.

Therefore, voters suggested that the city consider adjusting the compensation price for households subject to site clearance, ensuring the principle that "new housing must be equal to or better than the old housing".

According to voters, alley 310 Nghi Tam (Hong Ha ward) is a road, street, and alley listed in the land price list, with profitability and favorable infrastructure conditions. It is recommended to consider compensation for land for households in alley 310 as a type 1 land location.

Responding to voters' requests, the Hanoi People's Committee said that the calculation of compensation and support when clearing land is actually applied according to the provisions of Point e, Clause 1, Article 160 of the 2024 Land Law, which is the determination of specific land prices.

"The determination of specific land prices must be carried out according to the market principles stipulated in Article 158 of the 2024 Land Law" - Hanoi People's Committee clearly stated.

Regarding the proposal to consider compensation for land for households in alley 310 Nghi Tam as a type 1 land location, the Hanoi People's Committee said that based on Decision 71/2025/QD-UBND dated December 20, 2024 of the City People's Committee regulating the land price list, the Nghi Tam Street Land Price List is specified in Sequential No. 15, Appendix No. 11 - Tay Ho District Land Price List (previously).

The principle of determining the location is implemented according to the provisions of Clause 4, Article 1, of this Decision. The determination of the location of 310 Nghi Tam alley must comply with the above regulations.

The investment project to build Tu Lien bridge and the two-way road with a length of 5.15 km, a total investment of more than 20,000 billion VND, started on May 19.

The starting point of the project connects with Nghi Tam Street (Hong Ha Ward); the end point connects with Truong Sa Street (Dong Anh Commune).

The project is divided into four components, including three component projects for site clearance and one investment project for the construction of Tu Lien Bridge and access road. The investor is the Hanoi Traffic Construction Investment Project Management Board.

This is one of the city's key traffic projects that has been implemented on site, but is facing many challenges, especially in site clearance and natural environmental conditions.

According to the records in late October 2025, up to now, on the bank of Dong Anh commune, the cleared site has been basically handed over to the contractor, the construction progress is being accelerated.

As for Hong Ha and Bo De wards, most of the site has not been handed over. The access to the inner city construction site is not yet available, the contractor has to transport equipment via waterway, depending on the water level of the Red River, causing many disadvantages and slowing down the project's progress.

According to the set schedule, in 2026, contractors will construct the main tower and in early 2027, steel girders and girder cages will be constructed.

The construction time is relatively short, so contractors hope to soon hand over the entire site to have space to gather equipment, materials and deploy construction teams simultaneously, thereby ensuring the project completion progress by 2027 as planned.
