According to Decision No. 2326 of the People's Committee of Dien Bien province, on adjusting the project name and the investor to implement the project to repair the Martyrs' Cemetery and the Martyrs' Memorial managed by the district level in the process of arranging and perfecting the organization of the local government at 2 levels.
Specifically, the project "Restoration and maintenance of Muong Lay Town Martyrs' Cemetery" and "Restoration and maintenance of Lay Nua Commune Martyrs' Memorial, Muong Lay Town" are invested by the Project Management Board and Land Fund Development of Muong Lay Town.
After adjustment, the project was renamed "Repairing and upgrading Muong Lay Ward Martyrs' Cemetery" and "Repairing and upgrading Muong Lay Ward Martyrs' Memorial" invested by Muong Lay Ward People's Committee.
The Provincial People's Committee assigns the investor to coordinate with relevant departments, branches and units to promptly hand over and receive documents for works and projects.
After receiving the project, the investor must organize the implementation of the next work of the project, ensuring compliance with the procedures and order according to current law.
Muong Lay ward was established on the basis of merging Song Da ward, Na Lay ward, Lay Nua commune and Sa Tong commune (old). After the arrangement, the ward has a natural area of over 222 km2; the population is over 18,200 people.
