The household of Mr. Ly Van Tiep and Ms. Dang Thi Xuan in Mai Dao village 3, Thuong Ha commune, Bao Yen district, Lao Cai province has 350m2 of land that must be cleared at the two locations of pillars VT44 and VT46 of the Lao Cai - Vinh Yen 500kV transmission line project.
After receiving the site clearance compensation and being propagated and mobilized by district and commune officials, Mrs. Xuan's family exploited trees to hand over the site to the construction unit at the position of VT44 column. At the position of VT46 column, the family is cutting trees, peeling and collecting branches and cinnamon leaves to hand over clean ground to the construction unit.
Like Mr. Tiep's household and Ms. Xuan, at the position of VT46 column, Mr. Ly Van Hao's family, 3 Mai Dao village has agreed with the policy of the State and is cutting trees and peeling cinnamon. Mr. Hao said that the family with an area to be recovered at the foot of the column is 300m², the corridor is 5,000m² with about 3,700 cinnamon trees of 15 years old. After receiving the compensation, the family actively exploited Que Hill, dismantle the property to hand over the ground to the construction unit and the public service.
In Bao Thang district, up to now, the working group has compiled statistics and completed the counting of affected areas, trees, and crops of 82/82 households in Phong Nien commune and 22 households in Xuan Quang commune. The locality has also completed the relocation of 12 households located under the electrical safety corridor to the resettlement area to stabilize their lives.
According to Mr. Nguyen Trong Hai, Vice Chairman of Lao Cai People's Committee, thanks to the consent of the people in site clearance, it has created favorable conditions for the construction unit to implement, ensuring the progress and completion of the project, for the common benefit of the social community and the country's development.
The lowest limitation affects the land area of the people
The 500kV Lao Cai - Vinh Yen transmission line project was assigned to the Dien 1 Project Management Board to manage, with a total investment of about VND 7,411 billion; the starting point is the 500kV Lao Cai Transformer Station, the ending point is the 500kV Vinh Yen Transformer Station, with a length of about 229.5km, passing through 4 provinces and 12 districts.
In Lao Cai, the line passes through Bao Thang and Bao Yen districts. The starting point is the 500kV Lao Cai Transformer Station and the end point is around pole 17.2 to pole 18 on the 500kV Lao Cai - Vinh Yen line (the border between Lao Cai and Yen Bai provinces).
Lao Cai province leads compared to other provinces in the project area in terms of site clearance progress for the entire route. The work from measuring, counting to approving the plan is 100% complete. This is the only province that has paid compensation to the people almost completely.
Immediately after completing the procedures for selecting contractors, the construction unit of package 2 of the 500kV Lao Cai - Vinh Yen transmission line project (section through Bao Yen district) simultaneously started construction of 8 pillar locations.
Package No. 2 started construction later than other packages on the entire route, so to keep up with the general progress, the contractor has arranged 13 construction teams divided into 20 construction teams on the entire package.
Due to complex terrain, each pole location requires a suitable construction plan, while ensuring technical requirements, while minimizing the impact on residential land and production land of local people.
Mr. Nguyen The Hien, Commander of Package 2, Electrical Construction One Member Company Limited, said: One of the current difficulties is a large amount of excavation, many stone locations, the introduction of vehicles into the construction site is very hard, so it is necessary to calculate many construction plans to ensure progress and safety. In order for the construction process to be convenient, we have worked with the local authorities, announcing the time and construction plan for people in the area to grasp. The construction unit striving before 10.6 will end the construction of the foundation, until 15.7 ends the construction of the column and by 31.8 to complete the pulling wire.
Also according to the record in Yen Bai, Phu Tho and Vinh Phuc provinces - where the 500kV Lao Cai - Vinh Yen transmission line project runs through - localities are actively participating in supporting investors and contractors in handling administrative procedures and site clearance. The work of approving land prices and compensation prices is also being resolved to help the project be constructed on schedule. To date, the provinces have handed over 464/468 pole foundation locations, reaching 99.15%. Of which, Lao Cai and Phu Tho provinces have been 100% completed. The remaining, Yen Bai has handed over 170/173 positions, Vinh Phuc has handed over 100/101 positions.
