The dispatch sent to the People's Committees of provinces from Quang Ngai to Khanh Hoa and ministries and branches stated that according to the bulletin of the National Center for Hydro-Meteorological Forecasting, from the night of December 2 to December 3, the eastern areas of the provinces from Quang Ngai to Dak Lak and Khanh Hoa will have moderate rain, heavy rain, locally very heavy rain, rainfall in some places over 180mm.
From the night of December 3 to December 5, the provinces from Quang Tri to Da Nang city and the east of Quang Ngai province will have heavy to very heavy rain, some places over 250mm. Warning of the risk of heavy rain with an intensity of over 100mm/3 hours. To proactively respond to heavy rain, floods, inundation, landslides and flash floods, the National Civil Defense Steering Committee recommends that People's Committees of the provinces:
Closely monitor forecasts and warnings of heavy rain, floods, inundation, flash floods, and landslides; promptly and fully inform local authorities and people to proactively prevent them.
Deploy shock forces to inspect and review residential areas along rivers and streams, low-lying areas, areas at risk of flooding, flash floods, and landslides; clear water flows at congested locations; proactively organize the relocation and evacuation of people to safe places and ensure food and necessities at evacuation sites.
Arrange forces to guard, control people and vehicles in areas at risk of deep flooding and landslides; prepare forces, materials, and means to overcome incidents, ensuring smooth traffic on main roads when heavy rain occurs.
Inspect, review and implement safety measures for vulnerable works, works under construction, small reservoirs that are full of water, mines, and mineral exploitation areas; proactively operate the discharge of water from reservoirs to prioritize flood cutting capacity for downstream; arrange standing forces ready to handle all situations.
Proactively drain water and prevent flooding to protect production, industrial parks, urban areas and concentrated residential areas.
Prepare forces, vehicles, equipment and necessities according to the "four on-site" motto, ready to respond to all situations, especially in areas at risk of isolation.
Direct radio and television agencies and mass media to increase information about flood developments so that authorities and people can proactively prevent them.
Prepare forces and means to participate in rescue when required.
