The Ministry of Construction is drafting a Circular regulating standards, tasks, and powers for the title of railway employee directly serving train operations; content and training programs for training institutions for the titles of railway employee directly serving train operations; conditions, content, and procedures for testing and issuing, re-issuing, and revoking train driving licenses on railways.
One of the new points is that the new driver's license model no longer has a separate card issued to foreign ship drivers as before.
The Ministry of Construction said that according to the provisions of Circular No. 15/2023/TT-BGTVT, the standard for the title of Ship Leader is stipulated as follows: "The Ship Leader must have at least 01 year of directly holding the job of the position of a merged ship leader or have probationary period according to the provisions of the law on labor with the title of cargo ship leader or deputy captain of a passenger ship in charge of safety; the captain of a passenger ship must have at least 01 year of directly taking on the job of the position of cargo ship leader or deputy captain of a passenger ship in charge of safety", this regulation leads to difficulties in recruiting and arranging labor for this position by enterprises.
Vietnam Railway Corporation proposed to amend and supplement the provisions of the Circular to resolve the above problems and problems.
In the draft, the Ministry of Construction proposed to amend the above regulation as follows: "The cargo ship leader must have at least 06 months to directly take on the job of the temporary captain or have probationary period according to the provisions of the law on labor with the position of cargo ship leader or deputy captain of a passenger ship in charge of safety; the captain of a passenger ship must have at least 06 months to directly take on the job of the position of cargo ship leader or deputy captain of a passenger ship in charge of safety".
Thus, the Ship Leader will have to meet the following standards:
Have a diploma or certificate of primary expertise or higher in train management or railway transportation.
meet the health requirements prescribed by the Minister of Health.
According to the Ministry of Construction, the above amendment will solve difficulties and problems in recruiting and arranging labor for the position of Ship Leader of enterprises.
In the draft, the standards for cross-road and bridge guard staff are proposed to be amended as follows:
Having one of the following types of professional qualifications or certificates of intermediate level or higher on railways, railway bridges or primary certificates of level crossing guard, general bridge guard, railway tunnel guard.
meet the health requirements prescribed by the Minister of Health.
Complete the probationary period according to the provisions of the law on labor and meet the requirements for inspection of the professional duties of level crossing guard, general bridge guard, and railway tunnel guard organized by enterprises using the positions of level crossing guard, general bridge guard, and railway tunnel guard.
