Identifying some bottlenecks

Gia Lai province promotes administrative procedure reform, publicizing the list of violating organizations and individuals in the process of resolving dossiers. This is also the basis for assessing the level of completion of targets, tasks and responsibilities of heads.

According to Vice Chairman of Gia Lai Provincial People's Committee Lam Hai Giang, the Provincial People's Committee has issued many official dispatches to rectify, identify the causes and responsibilities of each department, agency, and individual in receiving and processing dossiers; not allowing the return of dossiers, stopping processing or requesting supplementation of dossiers when there is not sufficient legal basis to affect the rights of people and businesses.

Gia Lai has deployed AI land assistant tools at more than 80 agencies and units, supporting the processing of over 300 dossiers, contributing to reducing the rate of late dossiers from 11.4% to 6%. As of July 2026, the whole province has received 116,262 administrative procedure dossiers.

The rate of dossiers resolved before and on time reached 97.75%. The number of overdue dossiers is still 5,477 dossiers. According to the assessment of Gia Lai Provincial People's Committee, the situation of dossier delays mainly occurs in the land sector. The coordination between tax authorities, natural resources and environment agencies and commune-level authorities in some cases is still not truly synchronized.

In addition, the deployment of the centralized administrative procedure information system of ministries and sectors is in the transition phase, so difficulties still arise in connecting, synchronizing, sharing data and account decentralization.

Handling officials who harass and return dossiers not in accordance with procedures

In Quang Ngai province, Ms. Y Ngoc - Standing Vice Chairwoman of the Provincial People's Committee - requested the heads of agencies and units to rectify and improve the responsibility of performing public duties in resolving administrative procedures.

The province requests to promptly detect, rectify, and immediately handle acts of irresponsibility, avoidance, pushing work, causing trouble, harassment or affecting publicity, transparency, and fairness in the process of receiving and resolving administrative procedures.

Especially at locations that regularly contact and work directly with people and businesses. The province requests to strengthen supervision in the fields of land and minerals, fields that often have many reflections, recommendations or risk of negative developments.

When violations are detected, the head of the agency or unit must promptly consider and handle responsibilities for collectives and individuals according to regulations. At the same time, rectify and prevent cadres, civil servants, public employees, and employees under their management from having acts affecting organizations and individuals withdrawing administrative procedure dossiers in any form; issue notices to supplement and complete dossiers or notices to return dossiers that are unclear and not in accordance with regulations.
