According to regulations on the operation of road vehicles in Hanoi City effective from January 15, common trucks with a total vehicle weight of less than 2 tons are only allowed to operate outside peak hours. Common trucks with a total vehicle weight of 2 tons or more are only allowed to operate from 9 pm to 6 am the next morning.
The peak hours are regulated as morning from 6am-9am, afternoon from 4pm-7:30pm daily.


Previously, routes such as Pham Hung, Xuan Thuy, Ton That Thuyet regularly recorded a fairly high traffic density of trucks, especially during peak hours. The reason is that this area concentrates many warehouses, gathering yards and transportation service business establishments. Trucks continuously enter and exit to deliver and receive goods in this area.
At the intersections from Pham Hung to Ton That Thuyet, trucks stopping and parking waiting to turn around or enter lanes have caused obstruction to traffic flow, increasing the risk of congestion and traffic collisions. At many times, vehicles have to move slowly and queue for long distances.
However, Lao Dong's record from 7am to 9am on January 15 shows that many inner-city roads have been deserted of trucks, and local congestion has also decreased significantly.

At the turning point from Pham Hung to Xuan Thuy street, truck prohibition signs during rush hour have been installed. Many drivers, when driving near the intersection, after seeing the prohibition sign, actively slow down and change direction. Similarly, at the turning point from Pham Hung to Ton That Thuyet, trucks did not appear during morning rush hours.
In the afternoon, during the hours from 4:00 PM to 5:00 PM, the traffic situation in the above area continues to be stable. Although the density of personal vehicles increases during rush hour, the absence of trucks has helped the flow of vehicles move more smoothly, limiting traffic conflicts at major intersections.



The operating range of road vehicles is limited from the inside of the road encroaching into the city center of the following roads: Pham Van Dong street → Dien Bridge, Ho Tung Mau (section from Pham Van Dong - Pham Hung intersection to Cau Dien - Xuan Phuong intersection) → Xuan Phuong → Road 70 → Right-tower of Thang Long Avenue → An Khanh intersection → Left-tower of Thang Long Avenue → Hoang Tung street (Belt Road 3.5) → Le Trong Tan street (Ha Dong district) → Van Khe → Phuc La → Buou bridge → Phan Trong Tue - Ngoc Hoi (section from Phan Trong Tue intersection to Phap Van intersection) → Ring Road 3 (section from Giai Phong - Phap Van intersection to Nguyen Van Linh street) → Nguyen Van Linh → overpass of Long Bien District Central Intersection → Ly Son street → Dong Tru bridge → Truong Sa → Hoang Sa → Vo Van Kiet (section from Hoang Sa road intersection to Thang Long bridge) → Thang Long
