Vice Chairman of Hanoi People's Committee Duong Duc Tuan has signed and issued Decision No. 6475/QD-UBND approving the Investment Project to build a tunnel at the Me Tri - Duong Dinh Nghe - Ring Road 3 intersection.
Accordingly, build direct underpasses in the direction of Me Tri - Duong Dinh Nghe with a scale of 6 lanes; total tunnel length of 655m (of which the length of closed tunnel L1=120m, open tunnel L2=200m and 335m of barrier walls, wheel barriers); cross-section size BxH=27mx7.4m in Tu Liem, Cau Giay and Yen Hoa wards.
The project is invested by the Hanoi Traffic Construction Investment Project Management Board.
The project aims to resolve traffic conflicts, reduce traffic congestion at intersections, reduce costs and waiting times due to traffic congestion, reduce environmental pollution in urban areas, and gradually complete the traffic infrastructure system according to the approved plan, contributing to ensuring security and order, traffic safety and socio-economic development of the Capital.
Organize the management and implementation of investment projects in accordance with the contents of this decision and the regulations of the State and Hanoi City on project management of construction investment projects, quality management of works, management of construction investment costs, investment assessment supervision, community supervision; implement investment projects on schedule and quality in accordance with current legal regulations.
The City People's Committee assigns the Traffic Construction Investment Project Management Board and consulting units to be responsible before the law for the capacity of organizations and individuals to conduct surveys and prepare feasibility study reports; the accuracy of data in the Feasibility Study Report; the rationality of design solutions in the basic design of the investment project and the legality of dossiers submitted for appraisal and approval.
The organization of investment project management and contractor selection shall comply with the current regulations of the State on management of construction investment projects using state budget funds, on bidding and contractor selection.
Coordinate with investors of related investment projects to agree on design plans for items, ensuring synchronous connection of technical infrastructure system inside and outside the investment project area to improve investment efficiency, avoid duplication and waste; have appropriate construction organization measures, ensure traffic safety, labor safety, safety of neighboring works and minimize impacts on people's lives in the investment project area.
During the implementation of the investment project, temporarily receive infrastructure assets within the scope of the investment project; be responsible for ensuring smooth and safe traffic.
In Hanoi City, there are currently a total of 4 underpasses put into use, and 2 underpasses are under construction.
4 underpasses have been put into use at 4 major traffic intersections including: Kim Lien, Trung Hoa, Thanh Xuan, Le Van Luong. 2 underpasses under construction are underpasses on Ring Road 2.5 at Giai Phong - Kim Dong intersection (expected to be completed in the first quarter of 2026) and underpasses at Co Linh - Vinh Tuy bridge intersection (expected to be completed in 2027).
