Voters in Phuc Loc and Tay Tuu communes and wards reflected that the number of cars in the area is increasing rapidly while many areas have not been arranged with centralized parking spots. The rampant parking situation, especially in the evening, not only poses a risk of traffic unsafety but also affects urban aesthetics.
Faced with this reality, voters proposed that the City People's Committee pay attention to planning and investing in a system of static parking and parking points in the area, in order to meet the actual needs of the people, while ensuring traffic order and safety.
This is the content that has been mentioned in the bottlenecks of urban order and traffic congestion of the City. To solve this problem, in the immediate future, the City will organize a review and deploy temporary permits for using roadways and sidewalks (for routes that meet requirements);
Applying the "double-use" policy to public land areas, schools, public areas, land areas in slow-progress projects... in the area at appropriate time frames to organize vehicle parking, serving the needs of the People; ensuring compliance with the provisions of law and not affecting the normal operation of agencies, units, and households around the area.
Along with that, functional forces strengthen inspection, handling and installation of cameras to detect and handle violations.
In the long term, the City has directed the People's Committees of wards and communes according to management decentralization to soon deploy investment in building parking lots according to planning, especially in areas with high demand for parking;
At the same time, assigning the Department of Construction to preside over and coordinate with the Department of Finance and relevant communes and wards to prepare a report proposing investment policies for 11 parking lot projects in Hanoi city in the period 2026-2030 in Decision No. 3623/QD-UBND dated July 1, 2025.
Based on summarizing the opinions of the People's Committees of wards, on December 19, 2025, the Department of Construction has 11 submissions (from No. 551/TTr-SXD to No. 561/TTr-SXD) submitted to the City People's Committee for the Department of Finance to appraise and approve for the investment policy proposals of the above 11 projects.
Currently, the Capital Law 2024 is being considered for amendment and supplementation, and is expected to be submitted to the National Assembly at the April 2026 session. Based on the provisions of the Capital Law (amended and supplemented) when it is passed and takes effect, the Department of Construction will continue to advise the City People's Council and People's Committee to issue mechanisms and policies to encourage investment in construction and exploitation of parking lots and garages in the City to be appropriate.
