The plan aims to speed up the progress of reviewing, deciding and organizing the handling of public assets that are not used or are used inefficiently or are not used for the right purposes according to regulations. Raising awareness of responsibility in managing and using offices and career facilities under the management of the city, contributing to practicing thrift, fighting waste, creating financial resources to serve important and essential spending tasks of the capital.
Thereby, promptly rectify and handle agencies, organizations, and units that use ineffective offices and facilities for business purposes, for the wrong purposes, or leave them empty or unused for hoangage. Resolutely overcome the situation of houses and land not being monitored and managed.
Accordingly, departments, branches, organizations, units, People's Committees at all levels direct the review of all working headquarters and public service establishments under their management and the implementation of the plan to rearrange and handle houses and land approved by competent authorities (if any).
For houses and land facilities subject to revocation: Recovering to handle land and assets attached to land according to the provisions of the law on land; not rearranging and handling according to the provisions of the law on management and use of public assets; avoiding the situation of pushing and shoveling, avoiding responsibility leading to slow handling of public houses and land, causing waste and loss.
For working offices, non -business operating establishments have made handling decisions of competent authorities: Organizing the handling or receiving for making, approving and organizing the implementation of the plan to handle assets on time as prescribed. In case the handling has not been completed, agencies, organizations and units have been assigned and handled responsible for reviewing and clearly defining the causes to promptly report to the superior management agency, report to the competent authority for consideration and handling according to the relevant law provisions.
For working offices, non -business operating establishments have not been handled by competent authorities: urgently review, departments, agencies, organizations, units and People's Committees at all levels direct the plan of handling of working offices, non -business establishments, focusing on unused residual cases, inefficient use, improper use of the authority to issue the decision of the authority to issue the authority to decide on the authority. At the same time, promptly handle the responsibilities of collectives and individuals who do not perform or do not fully exercise their authority and responsibility in handling houses and land.
