Many projects are suspended pending land price issuance
Currently, in Buon Ma Thuot city, there are many projects that have been implemented many years ago but have not been completed yet.
The main reason is that many locations do not have land prices to calculate compensation and site clearance, causing projects to temporarily suspend construction. It is said that the delay in issuing land prices is one of the main reasons for slowing down the progress of public investment.
According to the Land Fund Development Center of Buon Ma Thuot city, as of early June 2025, there are still 879 plots of land that need to build land prices to calculate compensation when the State reclaims land to serve works and projects.
For example, the road project to the Buon Ma Thuot city cemetery in Hoa Khanh commune has been implemented since the beginning of 2024. However, the project has been suspended for many months now due to no land price to compensate households whose land has been recovered.
Similarly, the Phan Huy Chu road project (from 30/4 road to the end of Khanh Xuan ward) was expected to be completed in August 2024, but after more than 27 months of construction, there are still problems with site clearance at the beginning of the route.
The Chu Manh Trinh road project (Tan Thanh ward) has received the consensus of the majority of people and has been basically completed, but there are still three households at the beginning of the route. These households have large recovered areas and their assets are affected a lot, so they need compensation.
However, due to the lack of land prices, the authorities have not been able to develop a support and compensation plan, causing the project to not be completed.
According to the Buon Ma Thuot City Construction Investment Project Management Board (investor of the projects), there are many reasons for the delay in the implementation of the projects.
In particular, the slow approval of land use plans has seriously affected the progress of implementation and capital disbursement of projects.
In 2022, the Dak Lak Provincial People's Committee did not approve the land use plan; it was not until mid-2023 that the Provincial People's Committee approved the land use plan in Decision No. 1066/QD-UBND.
By 2024, Land Law No. 31/2024/QH15 will take effect from July 1, 2024 with many changes in compensation and site clearance policies. This leads to the work of determining land prices and compensation having to wait for guidance from the Central and the province.
On the other hand, some projects are stuck in the conversion of forest use purposes such as the Ton Duc Thang extended road project (from Dong Khoi street to the Tan An ward infrastructure construction area).

Slow site clearance and project adjustment
In addition to land price problems, some projects are also affected by recommendations and lawsuits related to payment and site clearance.
Currently, the People's Committee of Buon Ma Thuot City still has about 50 judgments that are legally valid but have not been enforced.
Recently, at the thematic session in April 2025, the People's Council of Buon Ma Thuot City unanimously approved the Resolution deciding to extend the capital allocation period for 18 Group C projects under the Law on Public Investment 2024.
Including the project to upgrade and expand D8 road, Tan An ward, with a total investment of VND 29.3 billion, initially allocated capital in 2022.
The reason is that during the implementation process, households along the route do not agree with the approved planning because the route is different from the current land use status, leading to their disagreement.
Therefore, the project must be temporarily suspended from 2023 to 2024 pending local adjustment of the 1/2,000 Planning of Tan An Ward Central Area.
Next is the Chu Van An road construction investment project (from Ly Thai To street to Ha Huy Tap street), with a total investment of 45 billion VND, allocated capital from 2021.
The project is temporarily suspended due to problems with compensation and site clearance for 4 households at the end of the route. Not stopping there, some other projects that have been allocated capital since 2019 are still stuck in site clearance work, so they cannot be completed.
On the other hand, some projects had to adjust the total investment and design, leading to a prolonged implementation time such as the K'Dun Irrigation Works Upgrade Project, Cu Ebur commune adjusted the total investment from 12 billion VND to 17.3 billion VND.
The 201 lake upgrade project, Cu Ebur commune, adjusted the total investment from 10 billion VND to 18.6 billion VND. The project to upgrade and expand the road to the city cemetery will adjust the sidewalk paving material from granite to terrezzo tiles...
Regarding this issue, the People's Committee of Buon Ma Thuot city has requested the Department of Natural Resources and Environment to urgently develop land prices, advise the People's Committee of the city to approve them as a basis for compensation for projects and execute judgments that have come into legal effect.
