Many large projects are unfinished, no completion date is set
In Cau Nhi village (Dien Ban Dong ward), the DH14 bridge across Vinh Dien river (total investment of 228 billion VND) is currently only showing the bridge abutment in the middle of the residential area. Without access roads, this project has been almost "forgotten" for many years. This is just one of many unfinished items of the HA/W4 Project - part of the overall Project "Developing the environment and urban infrastructure to respond to climate change in Hoi An City", which was implemented since 2015 and extended to 2023 but still cannot be completed.
The Quang Nam Traffic Project Management Board (Investor) was forced to stop implementation because it could not handle large volumes, complicated compensation for site clearance, and prolonged.
A similar situation occurred at the Project "Flood avoidance road combined with urban development in Nam Phuoc". The total investment capital is 280 billion VND, but after more than 6 years of construction, the project has only left a few unfinished spans of the bridge across the Ba Ren River. The three contractors stopped construction due to lack of connecting materials for the road surface and roadbed and could not continue to wait. The farm is abandoned, the equipment is rusty.
The Loc Dai reservoir project (Que Son Trung commune), with the goal of providing irrigation water for 500 hectares of cultivated land, has been stalled despite an investment capital of 291 billion VND. The plan to complete in 2020 cannot be implemented due to lack of fill, compensation costs and unresolved issues.
According to the review of the Department of Finance of Da Nang City, in the old Quang Nam area alone (now part of Da Nang City), there are currently at least 143 projects using State budget capital that are behind schedule, of which: 11 projects have been completely stopped, 9 projects have been suspended, 123 projects have been extended. In particular, there are 95 real estate projects and 45 non-budgetary production and business projects that are "sioning real estate", many of which have been "sleepping" for 5-10 years.
Most of the stalled projects are located in key areas such as transportation, irrigation, healthcare, education, etc. Many real estate projects, residential areas, and industrial parks have not been completely handled.
It is estimated that more than VND4,000 billion has been poured into these slow-progressing projects - a huge investment but has not been able to promote efficiency.
Chairman of the People's Committee of Da Nang City Luong Nguyen Minh Triet warned: "If not handled resolutely, it will lead to huge waste. However, the project removal is behind schedule on the condition that there must be someone responsible, it must be clarified why, who caused the consequences and it must be resolved. It is impossible to legalize the wrong, it is impossible to avoid responsibility".
Thousands of billions of VND in investment have not been effective
The leaders of Da Nang City frankly acknowledge that most localities and investors still do not have a specific plan to remove bottlenecks. Therefore, although most of the projects are behind schedule and have been approved for an extension until December 31, 2025, it is difficult to complete on time.
The proof is that Hoi An waste incinerator, although settled according to actual capacity, the equipment is moldy, damaged, and cannot be operated. Tra Dinh Bridge (Xuan Phu Commune) although the total investment has been adjusted from VND51.9 billion to VND62.6 billion, after many years the river crossing project has been completed. Loc Dai Lake cannot continue to deploy the spillway project and is undergoing a comprehensive inspection. Mr. Vo Van Diem - Director of the Quang Nam Construction Investment Project Management Board - admitted: "If we do not find a way to remove or a new way, this project will never be completed".
At the Tam Ky Regional Management Board, Mr. Pham Duy Tich - Acting Director - said that the unit currently manages 173 projects under implementation, 41 projects are being finalized and 62 projects have been approved. However, the new disbursement plan has reached 81/103 billion VND, due to lack of resources, unclear decentralization instructions, and personnel changes, affecting the organizational apparatus of the Boards.
Faced with the above situation, Mr. Vo Van Diem suggested: For small projects with limited implementation scope in the commune/ward area, it should be directly assigned to local authorities as investors, instead of regional management boards. The grassroots government can hire a consulting unit to organize implementation according to regulations.
Vice Chairman of the People's Committee of Da Nang City Tran Nam Hung requested the Quang Nam Construction Investment Project Management Board to urgently review and rearrange the organization and personnel: "Those who are not qualified and lack a sense of responsibility must stop working. Mr. Hung emphasized: "Gestion and operation must be smooth, throughout the city to the Regional Management Boards".
