On March 26, Mr. Lai Van Hoan - Vice Chairman of the Provincial People's Committee - chaired a meeting to listen to the report of the Department of Agriculture and Environment, proposing to develop a Resolution stipulating policies to support funding for dismantling fishing vessels and replacing navigation monitoring equipment for fishing vessel owners in Hung Yen province.
According to the Department of Agriculture and Environment, the development of the Resolution aims to concretize the direction of the Central Government and the province in the work of preventing and combating illegal, unreported, and unregulated (IUU) fishing; and at the same time contribute to promoting the sustainable development of the fisheries sector.
The draft Resolution proposes 2 key policy groups. Specifically, for supporting the dismantling of fishing vessels, the expected support level is from 10 to 50 million VND/vessel, depending on size. For supporting the replacement of journey monitoring equipment, the support level is 100% of the cost according to actual invoices, with a maximum of no more than 30 million VND/equipment. The total estimated implementation cost is more than 7 billion VND, of which about 3.55 billion VND is for supporting the dismantling of fishing vessels and more than 3.48 billion VND is for supporting the replacement of journey monitoring equipment for 129 fishing vessels in the area.

At the meeting, delegates focused on discussing the feasibility of policies, resources for implementation, beneficiaries and procedures for implementation, ensuring publicity, transparency, and compliance with regulations.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Lai Van Hoan requested the Department of Agriculture and Environment to fully absorb the contributed opinions and complete the draft Resolution, in which to carefully review the subjects, conditions, levels of support and funding sources.
The Vice Chairman of the Provincial People's Committee also emphasized that policy making needs to closely follow the content of Official Dispatch No. 198/CD-TTg of the Prime Minister on deploying the peak month against IUU fishing and sustainable development of the fisheries sector. Therefore, the Department of Agriculture and Environment shall preside over and coordinate to organize surveys and assessments of the current situation to accurately determine the number of fishing vessels in need of support, ensuring practical suitability; and at the same time propose a plan for strict management after support.
Regarding the content of replacing journey monitoring devices, he suggested that it is necessary to clarify the legal basis and necessity of the policy, thereby ensuring synchronicity, feasibility and effectiveness when implemented.
