Vice Chairman of the People's Committee of Bac Ninh province Ngo Tan Phuong has just signed and issued document No. 356/UBND-XDCB on the implementation of transition management of BT project contracts and land-using project contracts at the district level to perfect the organization of the local government at 2 levels.
Accordingly, the Bac Ninh Urban and Development Civil Project Management Board and the Bac Ninh Traffic and Agricultural Project Management Board are responsible for proactively reviewing, receiving records, documents and inheriting the rights and obligations of the handover Party to ensure that the project is not stalled, and organizing project management according to the provisions of law from the time of handover.
Agencies, organizations, individuals (old units) are responsible for implementing unfinished documents and procedures (assessment, site clearance, confirmation of completed volume...) until the handover is completed.
At the same time, with full coordination in handover, cadres should not arbitrarily terminate contracts or leave positions before completing their tasks. The People's Committees of districts, towns and cities shall have documents proposing to transfer authorized agencies (BT contracts, investment project contracts using land) to the Department of Finance and the Provincial People's Committee before June 20, 2025.
Previously, on June 9, the Bac Ninh Provincial Party Committee held a conference to disseminate a number of contents when ending district-level activities, establishing new communes and wards and implementing the 2-level local government model.
Speaking at the Conference, Bac Ninh Provincial Party Secretary Nguyen Anh Tuan said that Bac Ninh province plans to pilot the 2-level local government model from June 15 and officially from July 1, 2025.
The Secretary of the Bac Ninh Provincial Party Committee requested that heads of units, localities and each cadre, civil servant, public employee and worker in the province must not be subjective, negligent but also not panic or waver, must clearly identify their responsibilities before the Party and the people, uphold the sense of responsibility, and strive to fulfill assigned tasks well.
In particular, it is noted that departments directly handling administrative procedures for people and businesses should not let interruptions.
