Public services are closer to the people

At the 3rd Conference of the 14th Central Executive Committee of the Party, General Secretary and President To Lam clearly stated the requirement: The Central Committee's decisions must create four strategic shifts, including: Improving the leadership capacity, rulership and operational quality of the Party and the State apparatus; unified management of the development space, promoting the effectiveness of national resources; establishing a development model based on productivity, knowledge, technology and people; proactively preventing, improving resilience and firmly protecting the country.

From the people's perspective, changes in governance are clearly felt through the resolution of procedures and access to public services. Mr. Do Thanh Binh, residing in Dong Ngac ward (Hanoi City), said that the online public service system is currently being exploited more effectively. People can submit dossiers, monitor processing progress and receive results through the online environment without spending much time going to administrative agencies.

In Thanh Van village, Tien Thang commune, Hanoi city, the digital transformation process is implemented from specific tasks. Mr. Le Van Gang, Village Head, Deputy Head of the Community Digital Transformation Team, shared that initially people were still hesitant due to limitations in information technology and the habit of using traditional papers.

Faced with that reality, the Village Party Committee, the Fatherland Front Committee, mass organizations and youth union members implemented the motto "going through every alley, knocking on every door, pointing and guiding".

Mr. Nguyen Van Danh (Tuyen Quang commune, Lam Dong) came to the Public Administration Center of Tien Thanh ward to carry out procedures for civil status correction. He was received by officials, instructed to complete the dossier quickly and received the results after about a week, without having to supplement papers. "Current procedures are more convenient than before, officials provide specific instructions so people save time," Mr. Danh shared.

Grassroots civil servants must meet new requirements

Changes from the grassroots level also pose new requirements for the contingent of civil servants, especially when the two-level local government is operated with many decentralized and delegated tasks.

According to Dr. Doan Van Tinh - Deputy Head of the Faculty of Human Resource Management at the Academy of Public Administration and Management (Ho Chi Minh National Academy of Politics), commune-level civil servants currently not only perform daily tasks but also directly undertake many state management tasks according to decentralization and delegation of power. "This requires civil servants to both master the professional skills of advising and drafting documents, and be proficient in handling practical work in the locality," said Dr. Doan Van Tinh.

According to him, training and fostering work needs to strongly shift to job positions and practical requirements, focusing on three skill groups including professional skills and legal appraisal; working in the digital environment; mass mobilization and dialogue with people.

In addition, the training method needs to be linked to real-life situations such as land management, construction order, and administrative procedure resolution; and at the same time apply digital platforms so that civil servants can proactively update new regulations.

This contributes to building a team of commune-level civil servants who are confident, professionally stable and serve the people better and better," Dr. Doan Van Tinh assessed.
