After Lao Dong Newspaper published the article: "Environmental pollution risk from a large-scale pig farm with 2,400 sows located right on the hilltop", the Chairman of Lao Cai Provincial People's Committee issued a document assigning the Department of Agriculture and Environment to preside over and coordinate with the Departments of Construction, Finance and Chan Thinh commune to inspect the operation of the investment project to build a high-quality breeding pig farm of Phuc Hung Yen Bai Co., Ltd.; inspect the compliance with regulations related to land, environment and related contents.
On March 26, the People's Committee of Chan Thinh commune established an inspection team for environmental protection in livestock farming and production and business activities at Phuc Hung Yen Bai One Member Limited Liability Company.
Mr. Truong Manh Quyet - Chairman of Chan Thinh Commune People's Committee - Head of the delegation said that at the time of inspection of the discharge gate location, the wastewater was black. Currently, the farm is raising pigs normally, and there is a foul odor around the barn area.
The inspection team also took wastewater samples at the discharge gate in the presence of company representatives to determine the status and report to competent authorities.
According to the presentation of Mr. Nguyen Tien Vinh - Deputy Director of Phuc Hung Yen Bai Co., Ltd., the pig farm is currently undergoing repairs according to schedule from March 21st to March 29th, 2026. Due to heavy rain, it affects local discharge.
In further exchange with reporters, the leader of Phuc Hung Yen Bai Co., Ltd. said that the company is responsible for environmental treatment, investment in facilities, barn systems, protection and legal responsibility. The unit leased to raise sows is JAPFA Comfeed Vietnam Co., Ltd.
Previously, the company installed water pipes that met the conditions for discharge into the environment, had a treatment system and tested water every quarter.
“Before installing the pipeline, there was a problem of wastewater seeping out, making the rice too good, so it got tires. We admit that negligence in waterproofing treatment in the barn floor led to a darker water color than usual, plus spraying the barn floor, so the volume of discharged water was higher.
The business commits that in 2 weeks, after repairing the barn, the discharge will be stopped and thoroughly remedied. At the same time, the company is also surveying to connect more water pipes to flow into the large stream, avoiding affecting people," affirmed the leader of Phuc Hung Yen Bai One Member Limited Liability Company.
Based on the inspection content, the working group requested the company to immediately stop discharging livestock waste into the environment; take measures to overcome the situation of black wastewater, foul odors of livestock affecting the water environment, air and production and living activities of the people.
It is known that on March 27, a working delegation from the Department of Agriculture and Environment of Lao Cai province will coordinate with relevant units and the People's Committee of Chan Thinh commune to inspect the contents reported by Lao Dong Newspaper at the pig farm of Phuc Hung Yen Bai One Member Limited Liability Company.
According to people in Ke village, Chan Thinh commune, Lao Cai province, in the past 4 years, since the pig farm went into operation, wastewater leaking from the farm has flowed directly into the stream, then spread to the cultivated fields, causing environmental pollution and affecting agricultural production.
The discharge makes it impossible for many households to use domestic water sources and grow low-yield rice.
