On October 3, Mr. Trinh Viet Hung - Secretary of Lao Cai Provincial Party Committee and the working delegation surveyed and studied solutions to overcome natural disasters and flooding in the embankment system along the Red River in the wards of Nam Cuong, Yen Bai, Van Phu and Tran Yen commune.
These are vulnerable areas, often directly affected by floods, especially when there is heavy rain, the Red River water rises causing flooding; soil, rocks, sand and gravel overflow into residential areas, greatly affecting people's lives.
Through the survey, the Lao Cai Provincial Party Secretary directed the provincial departments and branches to review the entire system of embankments and dykes along the Red River, developing a comprehensive solution combining immediate and long-term measures.

In particular, focusing on reinforcing and upgrading the embankment along the Red River to overcome and basically limit the situation of the Red River water overflowing into residential areas every time there are floods.
At the same time, the Provincial People's Committee and relevant specialized agencies and local authorities are requested to urgently survey, collect complete information, comprehensively and objectively assess the flooding situation in the area along the Red River, from the beginning of Tran Yen commune to the end of Yen Bai ward.
Clarify the causes, analyze hydrological, geological, terrain factors, planning and construction status, urban drainage systems on both sides of the river to have a solid scientific and practical basis.

Propose a fundamental, synchronous, and highly feasible solution (clearly state the technical design plan, construction organization, resources, implementation roadmap, etc.) to overcome the maximum damage caused by floods, protect property, life, and stabilize people's lives sustainably in conjunction with urban beautification, effectively preventing climate change.
Plan to build a report to the Provincial Party Committee Standing Committee before October 10, 2025 to have a basis for reporting to the Provincial Party Committee Standing Committee and the Provincial Party Committee Executive Committee for policy and early implementation.
