Phan Dinh Phung is the largest central ward of Thai Nguyen province after the merger. For many years, this area has faced flooding. With just rainfall ranging from 70 to 90mm, many locations in Phan Dinh Phung ward were deeply flooded.
Some black spots of flooding in Phan Dinh Phung ward include the streets: Minh Cau, Hoang Gia, Thai Nguyen University area, Hoang Van Thu... Prolonged rain caused the water level to rise, causing traffic jams and water flooding into people's houses.
According to the analysis of the Thai Nguyen Department of Construction, heavy rains (commonly from 50 to 100mm) in a short period of about 20 - 40 minutes have exceeded the design threshold of the current urban drainage system. Meanwhile, the main sewers, ditches and drainage streams built many years ago have shown limitations.
Faced with the above situation, the People's Committee of Thai Nguyen province has issued an Order to urgently build works to overcome the flooding situation in Phan Dinh Phung ward. The project has a total investment of about 60 billion VND.
According to the plan, the locality will organize a simultaneous launch from December 20. The goal is to focus on clearing corridors for encroached ditches, streams and drainage culverts. Dredging and clearing main drainage routes, renovating and adding revenue gates, manholes, and box culverts at frequently flooded areas. At the same time, perfect the operation process of regulating reservoirs to improve the efficiency of storing and regulating rainwater.
Also in Phan Dinh Phung ward, 2 working groups have been established to inspect violating works encroaching on streams, culverts and drainage corridors. The works are required to be dismantled so that localities can take measures to prevent flooding.
According to the reporter's records, in Phan Dinh Phung ward, some encroachment works on Dam Xanh street and Mo Bach stream corridor are being dismantled. Dredging and constructing drainage culverts are also being carried out in the Gia Sang and Quan Trieu areas.
Regarding the flood prevention plan in the central area, Vice Chairman of Thai Nguyen Provincial People's Committee Nguyen Linh requested Phan Dinh Phung Ward People's Committee to step up propaganda and mobilize people to voluntarily dismantle illegal and encroached works. Focus on clearing the technical corridor and handing over the clean site to serve the construction.
The Department of Construction urgently completes procedures to organize dredging, clearing ditches, streams and renovating drainage systems. Request to start construction before December 20 and complete all dredging work before Tet.
In the long term, in the period of 2026 - 2030, Thai Nguyen will implement a series of solutions to prevent flooding in the central area with an estimated capital of about 450 billion VND. The goal is to solidify main drainage streams, upgrade and expand major sewers. Build regulating reservoirs and forced pumping stations in low-lying areas.
Previously, the Ministry of Agriculture and Environment also worked with Thai Nguyen to discuss solutions to handle the flooding situation. Accordingly, there needs to be a synchronous solution to drain floodwaters in the entire Cau River basin. Upstream, it is proposed to build 4 reservoirs with a capacity of about 200 million cubic meters to cut floodwaters. If these 4 reservoirs are built, the flood will be cut by about 130 million cubic meters.
In the long term, the Ministry and the province will study the plan to build 4 reservoirs in the upstream of the Cau River to cut flood, along with solutions to increase the ability to drain flood in the downstream.
In addition, a number of flood prevention projects in Thai Nguyen are also being planned for implementation. The focus can be on the project to build a new Gia Bay bridge; Huong 2 waterfall spillway, complete the dike system on both banks of Cau river, deploy pumping stations, dredging Mo Linh stream.
