According to the bulletin of the National Center for Hydro-Meteorological Forecasting, at 10:00 p.m. on September 17, the center of the tropical depression was located at about 16.8 degrees North latitude; 115.3 degrees East longitude, about 410km east of Hoang Sa archipelago, the strongest wind near the center of the tropical depression was level 7 (50-61km/h), gusting to level 9.
The tropical depression is forecast to move westward at a speed of 25km/h towards the Hoang Sa archipelago and is likely to strengthen into a storm in the next 24 hours; the storm may directly affect the sea and mainland of our country, causing strong gusts of wind and heavy rain in the Central Central, North Central and Central Highlands regions in the coming days.
To proactively respond to the tropical depression that is likely to strengthen into a storm in the coming time and implement the Prime Minister's Official Dispatch No. 97/CD-TTg dated September 17, 2024, the Ministry of Transport requests agencies and units to continue implementing Official Dispatch No. 40/CD-BGTVT and perform the following tasks:
For sea transport activities from Quang Ninh to Binh Thuan and civil aviation activities:
The Vietnam Maritime Administration and the Vietnam Inland Waterways Administration direct Maritime Port Authorities and Inland Waterways Port Authorities to continuously monitor the developments and movement of the tropical depression to notify and guide ships when granting permission to leave port; count and strictly manage departures and maintain regular contact with ships operating in the area affected by tropical depression, including transport ships and tourist ships to promptly handle possible bad situations; check and guide anchoring at ports, especially anchoring areas around islands.
Vietnam Aviation Administration: Directs Airlines and Aviation Service Companies to closely monitor weather developments in areas affected by tropical depressions, to adjust or change flight schedules accordingly to ensure absolute safety of flight operations.
Vietnam Maritime Electronic Information Company Limited: Directs the coastal information station system to regularly monitor closely, update, immediately process information and promptly notify the location, developments and direction of movement of natural disasters so that vehicles, captains of ships and boats operating at sea know and proactively avoid, escape or not move into dangerous areas.
Vietnam Maritime Search and Rescue Coordination Center: Prepare forces and means to participate in search and rescue when ordered.
Responding to rain, floods, and landslides caused by the impact of tropical depressions that are likely to strengthen into storms in the Central Central, North Central, and Central Highlands regions:
The Vietnam Road Administration directs road management units to coordinate with local authorities to organize duty, regulate traffic, assign guards, install buoys, barriers, and signals at flooded areas, overflow tunnels, broken roads, and landslides; control traffic, proactively regulate traffic; prohibit roads at dangerous locations on national highways in areas affected by floods and storms, and resolutely not allow people and vehicles to enter these locations to ensure safety for people and vehicles participating in traffic on national highways, especially in steep mountain passes.
Prepare adequate supplies, arrange machinery, equipment and human resources in key locations that are frequently prone to landslides to proactively overcome and ensure traffic in the fastest time. The implementation of work to overcome the consequences of rain and floods and ensure traffic must pay attention to ensuring the safety of people, construction equipment and construction items; special attention must be paid to construction items in areas prone to landslides, constructions in mountainous areas that are prone to sudden floods.
Vietnam Railway Authority and Vietnam Railway Corporation direct units to strictly implement patrol and guard regimes at key works, locations, and key areas such as: Weak bridges, road sections prone to flooding; areas prone to flash floods, steep mountain passes, falling rocks, landslides, railway areas downstream of dikes, irrigation dams, and reservoirs; be ready and proactive in responding promptly when incidents occur, ensuring safety for people and vehicles.
Departments of Transport shall proactively coordinate with regional road and railway management units and local authorities to overcome incidents caused by rain and floods, carry out traffic diversion, and ensure smooth traffic; focus on checking and immediately reviewing areas at risk of landslides and land subsidence to have solutions to ensure traffic safety on authorized national highways and local roads under management; have plans to arrange vehicles and equipment to promptly support people passing through flooded areas.
