Quang Ngai estimates damage of over VND315 billion
Early in the morning of October 31, Ngoc Linh commune (Quang Ngai province) was still covered in a layer of wet fog after a heavy flood. The flash flood on the night of October 28 caused the entire 5 villages of Ngoc Nang, Mo Po, Xa Doa, Ngoc Lang and Tu Rang to be completely cut off. Dozens of hectares of rice, coffee, macadamia, and many livestock barns were swept away. Ms. Y Huong, Mo Po village, said: "There has been no electricity for the past three days, the child started to cough and have a fever. As soon as the rain stopped, the rescue teams crossed the pass, bringing rice and medicine to the small humming fans. I am very happy.
According to Mr. A Phuong - Secretary of the Ngoc Linh Commune Party Committee, the landslide lasted about 3km, seriously damaging roads, irrigation works and many houses. The commune has proposed that the People's Committee of Quang Ngai province declare an emergency situation to mobilize forces and means to overcome the consequences and ensure the safety of more than 400 households with 1,700 isolated people.
Quang Ngai Provincial People's Committee statistics show that the flood from October 25-30 caused an estimated damage of more than 315 billion VND. The whole province had 4 completely collapsed houses, 40 damaged houses, and more than 140 hectares of rice and crops swept away. Recorded more than 200 landslides with a volume of about 60,000m3 of rock and soil on traffic routes, the heaviest of which was in Ngoc Linh commune.
The province is mobilizing all resources to handle important landslides, first focusing on Ngoc Linh, Son Tay and on key traffic routes.
Mr. Dinh Truong Giang - Secretary of the Party Committee of Son Tay commune - said: "The construction force worked all night, and by 1:00 a.m. on October 31, the first step of traffic was opened to many locations on Provincial Road 623. Along with that, the government focuses on restoring health stations and schools, ensuring electricity and water, and soon stabilizing people's lives".
Da Nang calculates a long-term plan for vulnerable areas
In Da Nang, floods have left 8 people dead, 4 people missing, 31 people injured, and more than 76,000 households deeply flooded. 54 houses were completely collapsed, 96 houses were severely damaged; hundreds of hectares of rice, crops and aquaculture areas were damaged. The Da Nang Department of Construction said that the preliminary damage to traffic infrastructure is estimated at more than 101 billion VND. National Highway 40B alone - the main route to the Nam Tra My highlands - has 41 landslides on the positive slope and 6 landslides on the negative slope, with an estimated cost of overcoming the damage of more than 11 billion VND. Many provincial roads such as DT615, DT606 and DT601 were also seriously eroded and eroded. Notably, coastal erosion in the last days of October has been complicated. In Duy Nghia commune, the An Luong fishing port embankment was deeply eroded, extending more than 1,000m, causing hundreds of households to worry. The 315th Division, police and militia have mobilized thousands of sandbags and coconut fiber carpets to temporarily reinforce.
Directly surveying Cua Dai sea landslides, Da Nang City Party Secretary Le Ngoc Quang requested an overall - sustainable approach to landslide prevention and control, associated with climate change response.
The electricity industry and rescue forces are struggling to overcome
As of the morning of October 31, about 310,000 customers in 4 Central provinces were without power, of which Da Nang alone accounted for more than 225,000 households with more than 2,000 transformer stations. The Central Power Corporation (EVNCPC) has restored nearly 170,000 customers and is prioritizing power supply for hospitals, pumping stations, administrative agencies and key residential areas.
Mr. Huynh Le Tuan - Deputy Director of the Quang Nam Traffic Infrastructure Management Center (Da Nang City) - said: "We are focusing on overcoming major landslides, ensuring temporary traffic on 6 national highways so that rescue forces can approach isolated areas".
Chairman of the People's Committee of Da Nang City Pham Duc An said that he requested the Government to help solve problems such as upgrading mountainous traffic routes, handling coastal landslides, river mouths and arranging safe resettlement for people in mountainous areas".
