On the afternoon of October 29, Mr. Le Anh Son - Deputy Director of the Ha Tinh Department of Construction - said that up to now, the investor has not yet handed over the site clearance (GPMB) markers for the North-South high-speed railway project through Ha Tinh, so the measurement, counting, price appraisal, and approval of compensation plans for the GPMB scope are not eligible for implementation.
Currently, localities are implementing site clearance tasks according to the preliminary boundary of the project's pre-feasibility study step.
"We hope that the investor will soon hand over the landmark on site to have a basis and basis to focus on implementing site clearance. Because late handover will be very stressful when the volume of site clearance is very large," said Mr. Son.
According to Mr. Son, with the proposal of Ha Tinh province to request the Ministry of Construction to adjust the route at some locations due to the relic site, spiritual works and a section overlapping with the North - South expressway, it has not yet received a response.
Mr. Son said that implementing site clearance when the route plan may still have many adjustments will pose a risk of having to adjust, causing waste of resources and affecting progress.
Therefore, it is necessary to have a decision as soon as possible from the competent authority to facilitate site clearance, so that the locality can feel secure and determined with this work.
According to the Ha Tinh Department of Construction, the high-speed railway project on the North-South axis passes through 18 communes and 5 wards of Ha Tinh province with a total length of about 103.42km.
According to the preliminary review results, up to now, the project is expected to reclaim about 764.12 hectares of land, affecting about 1,800 households with residential land. Of which, nearly 1,300 households had to be relocated and resettled.
The project also affects the power grid infrastructure along with many other works and technical infrastructure. The estimated cost of site clearance is about VND 8,462 billion.
It is expected that the whole province will have to build 35 resettlement areas in 18 communes and wards.
Up to now, only one resettlement area has been constructed, which is a resettlement area in Lien Vinh residential group, Ha Huy Tap ward.

With the remaining 34 resettlement areas, 30 areas have approved detailed planning/approved master plan, 4 areas are completing documents, and are about to approve planning.
