In order to meet the requirements of state management in the context of implementing the 2-level local government model, on February 5, the Government Inspectorate coordinated with the People's Committee of Lao Cai province to organize a training class on skills and professional skills in receiving citizens and resolving complaints and denunciations for commune-level officials and civil servants in the area.
Accordingly, nearly 300 cadres and civil servants who are Chairmen, Vice Chairmen of Commune and Ward People's Committees and civil servants directly involved in receiving citizens and resolving complaints and denunciations in communes and wards in the province will participate in training classes directly taught by lecturers of the Inspection Cadre School.
The training content focuses on key topics such as: Law on Citizen Reception; responsibilities of heads in citizen reception work; Law on Complaints, Law on Denunciations and guiding documents for implementation; procedures and authority to resolve complaints and denunciations.
Skills in receiving citizens, skills in handling complex situations; receiving, classifying, processing petitions and common mistakes, along with remedial measures, will also be taught on this occasion.
Trainees also exchanged experiences and answered difficulties and obstacles arising at the facility.
Speaking at the opening ceremony, Mr. Nguyen Thanh Sinh - Vice Chairman of Lao Cai Provincial People's Committee said that the work of receiving citizens and resolving complaints and denunciations plays an important role in ensuring the legitimate rights of citizens, consolidating people's trust and maintaining social stability.
Over the past time, Lao Cai province has paid attention to directing and achieved many positive results in this field. In 2026, the implementation of the 2-level government model and the arrangement of inspection organizations pose great requirements and pressures for grassroots cadres.

In the context of sensitive areas such as land, site clearance, and social security potentially generating many complaints, timely resolution right from the grassroots level is extremely necessary.
Therefore, the Provincial People's Committee organizes training classes to improve legal knowledge and professional skills for officials working in citizen reception and complaint and denunciation resolution. The training class contributes to improving responsibility and professional capacity, meeting the requirements of tasks in the new situation.
