On December 1, according to information from the Nghe An Department of Finance, the whole province currently has 127 public investment projects that are backlogged, stopped or behind schedule, of which many projects are still unfinished or have not been implemented by the old district level.
The projects are stuck in many areas such as transportation, civil infrastructure, irrigation - natural disaster prevention, education, health and culture. Many projects have been unfinished but lack capital, are stuck in site clearance or planning changes.

Some projects were approved before implementing the 2-level local government model, so there were inadequacies in authority, records and budget balance capability.
Faced with this situation, Nghe An Provincial People's Committee issued Official Letter 13145/UBND-KT dated November 26, 2025, requesting a comprehensive review and final handling of projects behind schedule according to the direction of the Prime Minister. The province assigned departments, branches, People's Committees of communes and wards and investors to re-evaluate the necessity of each project, carefully inspect the problems and propose appropriate handling directions.
At the request of the Provincial People's Committee, projects that are not really necessary or unlikely to be completely completed must be proposed to reduce scale, determine reasonable technical stopping points or stop projects according to regulations.
However, the items that have been constructed must be guaranteed to be effective and not wasteful.
For projects approved by the old district level but under construction or not yet implemented, the province requires reviewing the planning compliance, investment efficiency and urgency. Only projects that are really necessary and have the ability to balance capital are recommended to continue implementation, the remaining projects will propose to stop or adjust the scale.
For projects that have been arranged a public investment capital plan for 2025, the Provincial People's Committee requires investors to focus on site clearance, complete procedures, speed up construction and take responsibility for disbursement results. The assigned target is to disburse 100% of the capital plan in 2025.
The Provincial People's Committee also assigned the departments: Construction, Agriculture and Environment, Education and Training, Industry and Trade, Health, Science - Technology, Culture - Sports and Tourism to proactively inspect the site, grasp the actual situation and urge investors to remove difficulties for contractors. At the same time, departments must develop a handling plan for all 127 projects, as well as newly arising projects (if any), and send a report to the Provincial People's Committee through the Department of Finance before November 30, 2025.
