According to initial information, at about 12:40 pm on the same day, Mr. Chau Tuan (born 1984) and Mr. Danh Sa Phol (born 1985), both residing in Chua Phat hamlet, Hoa Binh commune, were hired to construct piles to make fences for Mr. Lam Van Ty's house (born 1951) in Phuoc Thanh 1 hamlet, Hoa Binh commune.
During construction, when moving the drilling rig, the two people accidentally touched the power line leading to Mr. Lam Ngoc Bich's house (neighbor). The contact caused both to be electrocuted and die on the spot.
Upon receiving the news, Hoa Binh Commune Police quickly arrived to protect the scene, make a record and record the testimonies of related people to serve the verification and investigation work.
