The completion of expressway projects is something that people are looking forward to. Recently, the Government Office issued Document No. 235/TB-VPCP dated May 17, 2025, announcing the conclusion of Prime Minister Pham Minh Chinh, Head of the Steering Committee at the 17th Session of the State Steering Committee for important national projects and works, key to the transport sector (Steering Committee).
In which, the Prime Minister directed that the task of the whole country having 3,000 km of expressway in 2025 is not to change.
Units must mobilize all resources, equipment, machinery, and apply modern technical solutions to complete expressway projects such as An Huu - Cao Lanh, Ho Chi Minh City Ring Road 3, Tuyen Quang - Ha Giang, Bien Hoa - Vung Tau, Dong Dang - Tra Linh, Huu Nghi - Chi Lang... in December 2025.
Regarding the procedures for preparing a number of projects, the Prime Minister requested that arising issues must be proactively handled by agencies and units according to their authority, promptly reported if they exceed their authority; resolutely not push them away to avoid them.
Public-private partnership projects must implement procedures to start construction in May 2025.
Investors continue to proactively mobilize all resources, equipment, and human resources to speed up the construction progress of projects... Assign the Ministry of Finance to continue studying and proposing amendments to the PPP Law and the Investment Law in the direction of simplifying/reducing procedures (including appraisal procedures of the State Appraisal Council/ Interdisciplinary Appraisal Council), attracting resources outside the state budget, attracting investors.
The Prime Minister assigned the State Bank of Vietnam to urgently deploy solutions to mobilize VND500,000 billion to invest in strategic infrastructure projects and science and technology, innovation and digital transformation.

The provinces of Quang Tri, Quang Ngai, Binh Dinh, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, Kien Giang urgently speed up the handover of land for rest stop projects on the North - South expressway in the East, to be completed no later than May 20, 2025.
The provinces of An Giang, Soc Trang, Hanoi, Hung Yen, Bac Ninh, Kien Giang, Bac Lieu, Thai Nguyen, Tuyen Quang, Tien Giang are determined to deploy site clearance and relocation of technical infrastructure to meet the progress of the Chau Doc - Can Tho - Soc Trang project, Ring Road 4 of Hanoi Capital Region, Ho Chi Minh Road.
The Prime Minister requested Tien Giang, Ben Tre, An Giang, and Soc Trang provinces to complete the remaining mine licensing procedures in May 2025 in accordance with the direction in Notice No. 203/TB-VPCP dated April 25, 2025.
