
On July 21, actual records in the wash Bac riverbank area, Dong Thanh commune showed that many projects are in the completion stage. Some households take advantage of the night to surround corrugated iron and bring construction materials into the dike protection corridor area, despite regulations on safety of irrigation works.
According to local authorities, difficulties in handling violations arise from long-standing problems over the years. From 1993 to 1996, the commune government sold about 150 - 170 plots of land along the river to people to build small-scale business kiosks. Over time, these projects have been expanded, solidified and developed to more than 200 solid houses as they are today.
Notably, while waiting for the completion of the merger of administrative units and the determination of the location of the new commune center, many households have taken advantage of the time to level the ground, build temporary houses, and build illegal constructions right on the protection corridor of the much Bac canal.

Theative canal of washpi (also known as Vech Bac) is about 20km long, dug since 1976, and is one of the most important irrigation works in the area, ensuring flood drainage and irrigation for more than 12,000 hectares of agricultural land in Yen Thanh, Dien Chau districts (old) and surrounding areas. Encroaching on the canal corridor causes the flow to narrow, posing a potential risk of flooding, greatly affecting agricultural production and people's lives.
From the beginning of 2025 to now, the Dong Thanh commune government has recorded 27 violations. Of which, there were 19 cases of encroachment on land managed by the old Do Thanh commune, the remaining 8 cases were illegal construction or renovation of works on the land that had been allocated or leased for business purposes.
Ms. Phan Thi An - Chairman of Dong Thanh Commune People's Committee - said: "Immediately after grasping the situation, the commune has propagated and mobilized people to comply with regulations, and at the same time established working groups on duty 24/7, to promptly detect and handle violations. Up to now, 4 households have voluntarily dismantled the illegal construction, initially showing that people's awareness is gradually changing in a positive direction".
According to Ms. An, this is the result of the persistent propaganda process combined with strict handling measures. However, to completely handle the encroachment on the wall corridor, it is necessary to have stronger participation from the district level, relevant authorities and especially the consensus of the people.
