Specific instructions are needed.
The implementation of Sub-project 3, Project 5 (under the National Target Program 1719) in Lak district still faces many difficulties. Many contents require multiple consultations, taking a lot of time, especially in building a management mechanism and organizing program implementation.
The appraisal and online bidding documents for repairing items and purchasing equipment for vocational training also take up a significant amount of processing time. In addition, the issuance of management documents from the Central and provincial levels is slow and inconsistent, directly affecting the progress of implementation and disbursement of capital for projects and sub-projects.
Vice Chairman of Lak District People's Committee, Mr. Nguyen Anh Tu, said: "In 2025 and the upcoming medium-term period, the District People's Committee will step up inspection, supervision, and improve the effectiveness of program implementation, ensuring that there is no negativity or waste."
According to Mr. Tu, in the coming time, the authorities will strengthen propaganda and mobilization, overcome the mentality of dependence, and arouse the will of self-reliance and self-improvement to escape poverty of ethnic minorities.
"The district recommends that the Central Government soon adjust and supplement documents guiding the implementation of Program 1719 in the direction of unifying the subjects and norms between decrees, decisions and circulars; there should be specific and complete instructions so that localities can easily implement projects and sub-projects" - Mr. Tu shared.
