On June 11, the People's Committee of Ninh Binh province informed that Mr. Pham Quang Ngoc - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ninh Binh province - had led the Inspection Team to arrange and prepare conditions for the operation of new commune-level administrative units in Yen Mo and Kim Son districts.
According to the leader of Yen Mo district, the preparation process for the operation of the new commune-level administrative unit has basically been completed. Based on population, geographical location and merger criteria, the district has arranged from 14 communes and towns to 5 new commune-level administrative units, including 4 communes (Yen Mo, Yen Tu, Yen Mac, Dong Thai) and 1 ward (Yen Thang).
The District People's Committee has completed the project to organize the apparatus according to the 2-level local government model; developed plans to transfer public service units from the district level to the commune level; arranged a team of cadres and civil servants based on their capacity, experience, place of residence and personal aspirations to ensure both compliance with regulations and stability of the grassroots situation.
The work of arranging headquarters, facilities, working facilities, records and documents... is also being scientifically deployed for statistics, reviewing and arranging.
At the meeting, district leaders made a number of recommendations: the plan for using and arranging headquarters after the merger; the assignment of staff to the new commune; receiving civil servants to work as commune civil servants; equipping working equipment and specialized equipment for new commune-level administrative units; ensuring conditions for the Commune-level Public Administration Service Center to operate.
Mr. Pham Quang Ngoc praised the initiative and responsibility of Yen Mo district; at the same time, he requested departments and branches to continue to guide and remove difficulties so that the operation of the new commune can take place on schedule, without interruption in serving people and businesses.
Also on the afternoon of June 10, the inspection team went to Kim Dong commune and worked with Kim Son district. The report at the meeting showed that Kim Son has seriously and systematically implemented the policy of arranging administrative units. After the merger, the district will have 8 communes, a reduction of nearly 70% of the number of commune-level administrative units compared to before.
The whole district plans to arrange 435 cadres and civil servants for 8 new commune-level administrative units. In addition, the district has also submitted to the Provincial Party Committee for consideration the transfer and appointment of personnel to participate in the new commune-level Party Committee with a total of 225 people; developed a plan to arrange professional civil servants to work in new commune departments and offices with 210 people.
The settlement of the regime for cadres on leave due to organizational restructuring is also being implemented in accordance with regulations. Regarding archival work, up to this point, all 23 communes and towns have packaged, classified documents and arranged archives to serve the handover and operation of the new communes.
Recognizing the efforts of the locality, the Chairman of the Ninh Binh Provincial People's Committee highly appreciated the proactive spirit and smooth direction of Kim Son district. He also emphasized ensuring working conditions, digitizing documents, maintaining administrative discipline, improving the spirit of serving the people - a key factor in helping new administrative units quickly stabilize, operate effectively and be close to the people and close to the people.
