In the past half month, people in Cao Bang province, especially in Hoa An commune and 3 central wards of the province, have had to cope with two consecutive major floods caused by the circulation of 2 storms No. 10 and 11.
Before he could overcome the consequences, on the afternoon of October 15, there was a very heavy rain in the area for a long time; especially on the night of October 15 and early morning of October 16, the amount of water from upstream poured down strongly, causing the water level in many rivers and streams to rise rapidly.


According to records, at 1:00 a.m. on October 16, floodwaters rose in Ma Quan, Na Tang hamlets, Ban Don area - Hamlet 6 Be Trieu, Thai Cuong, Thanh Hung (Hoa An commune) and areas along rivers and streams that are facing the risk of deep flooding and unexpected landslides.
In the face of the emergency, local authorities and forces on duty urgently organized the evacuation of people from the dangerous area at night.
With the slogan "Going to every alley, knocking on every door" - officers, soldiers and local organizations are on duty all night, mobilizing and supporting people to evacuate, especially the elderly, children and pregnant women.



On the afternoon of October 16, the Cao Bang Provincial Hydrometeorological Station said that the water level at 1:00 p.m. the same day reached 181.29 m, only 0.21 m lower than alert level 2 and is continuing to rise slowly.
It is forecasted that in the evening and night of October 16, floods on the Bang Giang River are likely to reach approximately level 2, causing local flooding in low-lying residential areas along the river such as Thuc Phan Ward (along the Hien River, the area of the old Hop Giang Group 3,4) and Nung Tri Cao Ward (the area near the Power Collective Housing Area).
The meteorological agency warns of a high risk of landslides in steep slopes, slopes along traffic routes and subsidence in areas with weak geological foundations.



People are advised to limit traveling through suspension bridges and overflow culverts during heavy rains. The risk level of natural disasters due to floods is determined at level 1.
Ms. Pham Thi Ha (Hoa An commune) - shared: "For the past half month, people have been extremely tired, many houses have not been able to fully clean up after the flood of storm No. 11, now the flood on the rivers has risen again".
According to Ms. Ha, late on October 16, the sky in Hoa An commune continued to rain heavily, everyone was restless because after the heavy rain, the water from the commune flowed to Hoa An area and then flowed through the central area.
Faced with complicated weather developments, localities in the province are synchronously implementing response plans, proactively protecting people, minimizing damage.
However, for Cao Bang people, the continuous return of floods is making them more tired. Every time they hear about flood news or flood discharge from hydropower plants, everyone is overwhelmed.
