Quang Ninh Provincial Party Secretary Vu Dai Thang said that the province has proactively prepared comprehensively for model transformation, from organizational structure, personnel, facilities to finance. In the process of arrangement, the province pays special attention to the human factor, ensuring stability from the grassroots. The arrangement of cadres and civil servants is carried out synchronously at both the district and commune levels to limit disruption and reduce stress in the team.
Along with that, the province has identified the training and fostering of commune-level cadres as a key task, aiming to improve skills and expertise to serve the new model. At the same time, sectors and localities have been directed to review and promptly resolve issues related to public assets, finance, and investment projects to ensure smooth transformation.
During the trial phase, localities will check and review the entire operating system. The content includes: Experimental handling of administrative procedures; connection of document management software from province to commune; online meeting; trial operation of financial - budgetary mechanisms when there is no longer a district level as intermediary. Each department and branch will develop a detailed pilot scenario according to the area under their responsibility.
The Secretary of the Quang Ninh Provincial Party Committee emphasized that this is an important general review, localities need to seriously implement it, proactively report and handle arising issues. The province has implemented the motto: "No one should be left behind, no work should be delayed".
According to the new model, from July 1, new administrative units will officially operate; District People's Councils and People's Committees will cease operations, district-level specialized agencies will be merged to the provincial level or dissolved. The new People's Council and People's Committee at the commune level will inherit the functions from the old units and partly from the district level.
In early July, Quang Ninh will hold the first session of the new commune-level People's Council to complete the apparatus and issue a resolution to serve the operation of the model. The province also plans to organize a launching ceremony for the two-level government model, combined with a conference to summarize the pilot phase, marking the official transition milestone.
