Quang Ninh declares state of emergency with series of projects

Quang Ninh Provincial People's Committee declared a state of emergency for a series of headquarters and constructions due to heavy damage caused by storm No. 3, in order to take quick remedial measures.

The declaration of a state of emergency is the basis and legal basis for implementing a shortened procedure to quickly overcome incidents and damage caused by storm No. 3 to constructions.

Among the projects subject to emergency declaration of natural disasters, there are 7 provincial-level agency headquarters, including: Headquarters of the Provincial National Assembly Delegation, Provincial People's Council and Provincial People's Committee; Headquarters of the Provincial Communications Center; Headquarters of the Provincial Inspectorate; Headquarters of the Provincial Public Administration Service Center, Headquarters of Inter-Agency No. 2, Nguyen Van Cu Cadre Training School, Provincial Guest Houses 1 and 2.

The above constructions suffered severe damage to the skylights, corrugated iron roofs; the ceiling, air conditioning, electrical systems, interior equipment, etc. were damaged due to water seepage. If not repaired immediately, there is a risk that the property will continue to be damaged and unsafe.

In the health sector, 13 projects were also declared emergency situations due to natural disasters, including: Bai Chay Hospital, Quang Ninh Provincial General Hospital, Cam Pha Regional General Hospital, Disease Control Center and a number of medical centers in districts, towns and cities.

The above structures were also severely damaged by storm No. 3 and if not repaired immediately, there is a risk of further damage and loss of safety.

In addition, the People's Committee of Quang Ninh province also announced a natural disaster emergency for a number of traffic works to respond to and overcome damage to traffic infrastructure on a number of key routes, such as: Ha Long Expressway - Bach Dang Bridge, Cam Hai - Van Don - Tien Yen route, provincial routes 326, 342, 329, 330, Uong Bi - Hoanh Bo inter-district road, the road connecting National Highway 18 - Yen Tu - Ngoa Van and the road from Landmark 61 to Landmark 68.

Quang Ninh Provincial People's Committee also issued a decision to issue an emergency construction order for the above projects.

After implementing response and remedial measures, the implementing units are responsible for sending reports to specialized departments for synthesis and reporting to the People's Committee of Quang Ninh province, as a basis for announcing the end of the natural disaster emergency situation.

At the provincial level, the People's Committee of Quang Ninh province also issued a notice of natural disaster due to storm No. 3 in the province.

According to the People's Committee of Quang Ninh province, the impact of storm No. 3 is very large, wide-ranging across the province with a natural disaster risk level of 3-4. The People's Committee of Quang Ninh province announced and requested the People's Committees at all levels, departments, branches, sectors and units in the province to deploy corresponding measures in accordance with the provisions of law.
