Regulations on not transporting when passengers refuse security screening

According to new regulations of the Ministry of Public Security, passengers who confirm that their checked baggage is correct are allowed to carry out transportation procedures on flights.

The above content is stated in Circular 14/2026/TT-BCA, detailing the Aviation Security Program and Aviation Security Quality Control of Vietnam, effective from February 3.

According to the provisions of the Circular, airlines are only allowed to transport and board passengers when they fully meet the requirements: passengers have boarding passes, have personal papers (or biometric authentication data, or electronic personal information with legal value equivalent to personal papers) as prescribed.

At the same time, the airline must check and compare to ensure compatibility between passengers and papers (or electronic personal information with equivalent legal value, or biometric authentication data) and flight information. Passengers and luggage must be checked for aviation security according to regulations.

Passengers with checked baggage must be present at the counter to check in. The check-in staff are responsible for checking and comparing passengers with boarding passes or tickets and personal papers as prescribed. At the same time, interview passengers about their luggage.

In case suspicion is detected, it must be notified to the security manager at the aviation security checkpoint.

100% of passengers and hand-carried luggage must be security checked by scanning before entering restricted areas, except for cases exempted from inspection as prescribed. Passengers who refuse security screening will be refused transportation.

At each aviation security checkpoint, search bays must be arranged, equipped with scanners, magnetic gates (or body scanning devices), handheld metal detection devices, devices, explosive detection tools, communication equipment and other necessary means.

Passengers must comply with all instructions and requirements of the aviation security control force and comply with the scanning process for people and hand luggage. Passengers present personal papers (or valid biometric data, electronic personal information), remove shoes, jackets, hats, belts and personal belongings, place objects, liquids, and electronic devices in a tray for scanning before passing through the magnetic gate or body scanning device.

Hand luggage must be carried through a scanner, in case of suspicion, it will be visually checked or searched according to regulations.

Passengers and hand-carried luggage after completing security check procedures must be continuously monitored by a security camera system, or directly monitored by aviation security controllers, or combining both measures, until boarding.

Visual inspection of passengers and hand luggage is carried out at security checkpoints or in the search room. Visual inspection at security checkpoints must be carried out by people of the same sex; if necessary, female officers and soldiers can check male passengers.

Visual inspection in the search room must be performed by a person of the same sex, with a third person of the same sex witnessing and making a record according to regulations.
