Abolishing a series of regulations on civil servants and public employees from March 1st

From March 1, 2026, the Ministry of Home Affairs abolished 12 documents, including many regulations on standards and management of civil servants and public employees.

The Ministry of Home Affairs has just issued Circular No. 02/2026/TT-BNV on abolishing a number of legal normative documents issued and jointly promulgated by the Minister of Home Affairs. This Circular takes effect from March 1, 2026.

Accordingly, Circular No. 02/2026/TT-BNV clearly states the abolition of all 12 legal normative documents issued by the Minister of Home Affairs, jointly issued below:

1. Decision No. 202/TCCP-VC dated June 8, 1994 of the Minister, Head of the Organization - Personnel Committee of the Government on promulgating professional standards for civil servant ranks in the education and training sector.

2. Decision No. 61/2005/QD-BNV dated June 15, 2005 of the Minister of Home Affairs on the temporary promulgation of titles and rank codes of some ranks of civil servants in the education and training, culture - information sectors.

3. Circular No. 09/2007/TT-BNV dated November 26, 2007 of the Minister of Home Affairs guiding specialized archives.

4. Circular No. 22/2008/TT-BLDTBXH dated October 15, 2008 of the Minister of Labor, Invalids and Social Affairs (MOLISA) guiding the implementation of mid-shift meal regimes in state-owned companies.

5. Circular No. 09/2012/TT-BNV dated December 10, 2012 of the Minister of Home Affairs stipulates the process and content of inspection on recruitment, use and management of civil servants and public employees.

6. Circular No. 17/2014/TT-BNV dated November 20, 2014 of the Minister of Home Affairs guiding the determination of agencies and organizations belonging to the source of submitting and storing documents to the Historical Archives at all levels.

7. Circular No. 05/2015/TT-BNV dated November 25, 2015 of the Minister of Home Affairs stipulates the list of documents restricted from use in the History Archives.

8. Circular No. 53/2015/TT-BLĐTBXH dated December 11, 2015 of the Minister of MOLISA guiding the process of receiving citizens and handling petitions under the state management of the MOLISA sector.

9. Circular No. 14/2015/TT-BLĐTBXH dated March 30, 2015 of the Minister of MOLISA stipulating inspectors, specialized inspectorate civil servants and industry inspector collaborators of MOLISA.

10. Circular No. 16/2019/TT-BLĐTBXH dated October 30, 2019 of the Minister of MOLISA amending and supplementing a number of articles of Circular No. 14/2015/TT-BLĐTBXH dated March 30, 2015 regulating inspectors, specialized inspectors and industry inspector collaborators of MOLISA.

11. Circular No. 03/2024/TT-BNV dated June 13, 2024 of the Minister of Home Affairs stipulates the decentralization of a number of state management tasks on beliefs and religions of the Ministry of Home Affairs.

12. Joint Circular No. 01/2014/TT-BNV-BXD dated August 21, 2014 between the Minister of Home Affairs and the Minister of Construction guiding the components of project documents and construction works submitted for historical storage.
