On December 9, according to information from the Ministry of Public Security's Electronic Information Portal, the plan to organize the groundbreaking ceremony for the Gia Binh Airport construction project - the Ministry of Public Security's airport in Bac Ninh is being reviewed for implementation.
The project is implemented so that the People's Public Security Air Force can perform training flights and be ready for combat on equipped helicopters; it can ensure take-off and landing for Chinook CH-47D, Mi-8, Mi-171 helicopters, and Casa-295 transport aircraft.
Notably, according to information at the working session to review and implement the plan to organize the groundbreaking ceremony for the Gia Binh Airport construction project organized by the Mobile Police Command (Ministry of Public Security) on December 3, when conditions permit, Gia Binh Airport can be a reserve for airports and airfields in the region in case of emergency, with a scale that can receive Su-27, Su-30, Embraer, ATR72 and equivalent aircraft.
Regarding the orientation of planning and investing in Gia Binh Airport of the People's Public Security Air Force, it will be a model of a national defense security airport, a specialized airport, equivalent to level 4E. Accordingly, the orientation is to ensure the operation of special flights serving Party and State leaders, international politicians on large fixed-wing aircraft; transporting goods and passengers when required and qualified.
At the October 2024 thematic meeting at the end of October, Bac Ninh province said that based on working with the Ministry of Public Security, the province agreed in principle to hand over the site to the Mobile Police Command in early December 2024 to start construction and complete the project on the occasion of the 14th National Party Congress.
Bac Ninh province is assigned to implement the component project of compensation, support, resettlement, technical infrastructure return, and site clearance of the Gia Binh Airport construction project.
The project, invested by the Gia Binh District Construction Project Management Board, covers an area of about 125 hectares in Xuan Lai commune and Gia Binh town with a total cost of more than 800 billion VND.
According to the appraisal report of the Department of Construction, the project basically ensures feasibility, meets the approval conditions according to regulations; is suitable in terms of planning, objectives, investment scale; basic design solutions, list of applicable standards; implementation organization solutions, experience and project management capacity of the investor, site clearance plan, and implementation form.
Previously, on September 17, 2024, the Prime Minister signed Decision No. 98/QD-TTg approving the investment policy for the Gia Binh Airport construction project.
In which, phase 1 will build a specialized airport with a 1,500m runway and a land use scale of about 125 hectares in Xuan Lai commune and Gia Binh town.
Upon completion, Gia Binh Airport will be a level 3 helicopter airport, a level 3 military airport, and a civil airport equivalent to level 3C according to ICAO standards.
The main task of this airport is to serve the People's Public Security Air Force Regiment in performing training flights and combat readiness on equipped helicopters; reserve for military flights and some other civil aviation activities.
The International Civil Aviation Organization (ICAO) classifies the airport system from high to low as follows: 4F, 4E, 4D, 4C, 3C, 3B, 2B, 2A and 1A. Each airport level corresponds to the maximum capacity to receive a certain type of aircraft. Level 4F is the highest level, able to receive the Airbus A380-800, considered the largest passenger aircraft in the world today, capable of carrying up to 853 passengers.
